EST Wednesday, January 24, 1996 STATE AND METROPOLITAN AREA EMPLOYMENT AND UNEMPLOYMENT: NOVEMBER 1995 Unemployment rates were lower in November 1995 than a month earlier in 24 states and the District of Columbia, higher in 19 states, and unchanged in 7 states, the Bureau of Labor Statistics of the U.S. Department of Labor reported today. The national unemployment rate was 5.6 percent in November, little changed from 5.5 percent in October. Nonfarm payroll employment increased in 35 states over the month. State Unemployment (Seasonally Adjusted) Two New England states had the only over-the-month unemployment rate declines greater than 0.5 percentage point. Rhode Island's rate dropped 1.0 percentage point, and New Hampshire's rate reached a 6-1/2 year low after falling 0.8 point. On the other hand, Pennsylvania's rate jumped by 1.2 percentage points, virtually erasing October's decline. The jobless rate in Ohio climbed 1.1 points, and California's rate rose by 1.0 point. Michigan, with a rate increase of 0.6 point, was the only other state with an over-the-month change of more than one-half point. Over the year, 34 states experienced unemployment rate declines. Jobless rates in eight states dropped by a percentage point or more, led by Arizona (down 1.7 points) and Maine and Mississippi (both down 1.5 points). Rates in five additional states decreased by more than 0.5 percentage point. California, Montana, and Ohio registered the largest increases over the year (all up 1.0 percentage point). Tennessee (up 0.7 point) was the only other state that had a rate increase of more than one-half point. In November, Nebraska continued to have the lowest unemployment rate (2.5 percent) in the nation, followed by South Dakota and Utah (both 2.8 percent). This is Utah's lowest rate on record. Eleven other states also registered rates of less than 4.5 percent. At 8.8 percent, California had the highest rate, followed by the District of Columbia (8.6 percent) and West Virginia (8.3 percent). Overall, 35 states had jobless rates below the U.S. average, while 14 states and the District of Columbia had higher rates. (See table 1 and chart 1.) Nonfarm Payroll Employment (Seasonally Adjusted) Thirty-five states reported gains in total nonfarm employment in November. The goods-producing sector was mixed, with moderate growth in the construction industry and weakness in manufacturing. Thirty-two states had over-the-month gains in construction, while 26 states had employment gains in manufacturing. The service-producing sector continued its pattern of growth with over-the-month employment gains in 42 states. Employment growth continued in trade where 41 states reported over-the-month employment increases. Forty-two states reported over-the-month gains in services. Over the year, 43 states recorded employment growth. (See chart 2.) Nearly every state had over-the-year gains in trade and services. More than two-thirds of the states had over-the-year increases in construction and in transportation and public utilities. Texas continued to lead the nation in over-the-year job gains with 297,000, followed by California (158,000), Florida (155,000), and Georgia (111,000). The District of Columbia had the largest job losses over the year (-18,000), followed by Mississippi (-11,000), Hawaii (-9,000), and Pennsylvania (-6,000). NOTE: Monthly payroll employment data are provided on a seasonally adjusted basis for all states and the District of Columbia, permitting both current and over-the-year comparison of the data. The state data are intended for individual state analyses only. Because the state data are not designed for national aggregation, a summation could present a misleading picture of national trends. (See Technical Note.) Metropolitan Area Unemployment (Not Seasonally Adjusted) Of the 271 areas for which November data are available, 131 had unemployment rates below 4.5 percent, while 23 had rates higher than 7.5 percent. The lowest rates were in Madison, Wis. (1.5 percent), Sioux Falls, S.D. (1.6 percent), and Fargo-Moorhead, N.D.-Minn. (1.8 percent). McAllen-Edinburg-Mission, Tex., continued to have the highest unemployment rate at 19.5 percent, followed by Fresno, Calif. (16.2 percent). Pine Bluff, Ark., experienced the largest over-the-year drop in its jobless rate (2.0 percentage points), followed closely by Lake Charles, La. (1.9 points), and Eau Claire, Wis. (1.8 points). Rates in 29 other areas declined by 1.0 percentage point or more. Laredo, Tex., had the largest over-the-year increase, as its rate climbed 6.1 points, followed by El Paso, Tex. (3.6 points), and McAllen-Edinburg-Mission, Tex. (3.5 points). Twenty-one other areas posted rate increases of 1.0 percentage point or more.
