EDT Wednesday, May 31, 1995 STATE AND METROPOLITAN AREA EMPLOYMENT AND UNEMPLOYMENT: APRIL 1995 Unemployment rates were higher in April 1995 than a month earlier in 33 states and the District of Columbia, lower in 10 states, and unchanged in 7 states, the Bureau of Labor Statistics of the U.S. Department of Labor reported today. The national unemployment rate was 5.8 percent in April, an increase of 0.3 percentage point from March. Nonfarm payroll employment rose in 39 states over the month. State Unemployment (Seasonally Adjusted) Illinois and Massachusetts had the largest unemployment rate increases from March to April, 1.3 percentage points each, followed by Florida with an increase of 1.2 points. In all three cases, these increases more than offset the prior month's declines and returned the jobless rates to about January's levels. North Carolina, Ohio, and Delaware experienced over-the- month increases of 0.7 or 0.8 percentage point. No other state had a rate increase over one-half percentage point. Alaska, New Hampshire, and Rhode Island had the largest unemployment rate declines--0.5 percentage point each. Forty-five states showed declines in jobless rates over the year, while three states and the District of Columbia experienced increases. Thirteen states recorded over-the-year decreases of a percentage point or more, led by Maine and West Virginia, both down 1.8 percentage points. Another 13 states experienced declines between 0.6 and 0.9 percentage point. North Carolina had the largest over-the-year increase in its unemployment rate--0.6 percentage point. Nebraska continued to have the lowest unemployment rate, 2.5 percent in April, followed by three other Plains states--North Dakota (3.2 percent), South Dakota (3.3 percent), and Iowa (3.4 percent). The District of Columbia had the highest rate (8.4 percent), followed by California (7.9 percent), Louisiana (7.6 percent), and West Virginia (7.3 percent). (See table 1 and chart 1.) Nonfarm Payroll Employment (Seasonally Adjusted) Thirty-nine states reported gains in total nonfarm employment in April. Utah had the largest over-the-month increase (0.6 percent), followed by Iowa and North Dakota (both 0.4 percent). Alaska (-0.7 percent) and Colorado (-0.4 percent) had the largest job losses. Within the goods-producing sector, over-the-month employment growth in construction and in manufacturing occurred in about half the states. Within the service-producing sector, 38 states reported over-the-month employment increases in the services industry. Employment in trade also - 2 - increased in 38 states. States generally showed moderate growth in transportation and public utilities; finance, insurance, and real estate; and government. (See table 3.) All the geographic divisions had gains over the month in total nonfarm employment. The gains were strongest in the West South Central, New England, West North Central, and the South Atlantic divisions. Over the past year, job gains ranged from 6.1 percent in Nevada to only 0.3 percent in Connecticut. Texas (285,000) and Florida (215,000) added the most jobs. Only the District of Columbia (-1.8 percent), Hawaii (-0.3 percent), and Rhode Island (-0.1 percent) reported losses over the year. (See chart 2.) NOTE: Monthly payroll employment data are provided on a seasonally adjusted basis for all states and the District of Columbia, permitting both current and over-the-year comparisons of the data. The state data are intended for individual state analyses only. Because the state data are not designed for national aggregation, a summation could present a misleading picture of national trends. (See Technical Note.) Metropolitan Area Unemployment (Not Seasonally Adjusted) Of the 271 areas for which April data are available, 102 had unemployment rates below 4.5 percent, while 20 had rates higher than 7.7 percent. Modesto, Calif., had the highest unemployment rate at 16.8 percent, followed by McAllen-Edinburg-Mission, Tex., at 16.3 percent, and Fresno, Calif., at 15.1 percent. The lowest rates were in Madison, Wis. (2.1 percent), Iowa City, Iowa (2.2 percent), and Omaha, Neb. (2.3 percent). Two areas experienced over-the-year declines of more than 3.0 percentage points in their rates--Steubenville-Weirton, Ohio (down 3.6 points), and Los Angeles-Long Beach, Calif. (down 3.1 points). Laredo, Tex., had the largest over-the-year increase, 4.9 percentage points. Thirty other areas showed unemployment rate increases, but none greater than 1.0 point.
