EDT Tuesday, June 27, 1995 STATE AND METROPOLITAN AREA EMPLOYMENT AND UNEMPLOYMENT: MAY 1995 Unemployment rates were lower in May 1995 than a month earlier in 20 states, higher in 25 states and the District of Columbia, and unchanged in 5 states, the Bureau of Labor Statistics of the U.S. Department of Labor reported today. The national unemployment rate was 5.7 percent in May, essentially unchanged from 5.8 percent in April. Nonfarm payroll employment rose in fewer than half of the states over the month. State Unemployment (Seasonally Adjusted) South Dakota had the largest unemployment rate decrease from April to May, 1.0 percentage point, followed by Arkansas and Massachusetts, both down 0.9 point. For South Dakota and Arkansas, these declines brought their rates--2.3 and 4.1 percent, respectively--to the lowest levels for each since the beginning of the series in 1978. In Massachusetts, the decline reversed much of the prior month's sizable increase. California, Oregon, and Rhode Island had the largest over-the-month rate increases, 0.6 percentage point each. No other state had a rate change of over one-half percentage point in either direction. Forty-six states experienced declines in jobless rates over the year. Nine of these states recorded over-the-year decreases of a percentage point or more, led by Florida and Ohio, which were both down 1.7 percentage points. Thirteen other states experienced declines of 0.6 to 0.9 percentage point. Montana's unemployment rate rose 0.6 percentage point over the year, the largest increase of any state. South Dakota's 2.3 percent rate was the lowest rate in the nation. This was followed by three other Plains states--Nebraska (2.6 percent) and Iowa and North Dakota (both 3.3 percent). The District of Columbia had the highest rate (8.6 percent), followed by California (8.5 percent), West Virginia (7.6 percent), and Louisiana (7.1 percent). Overall, 34 states had jobless rates below the U.S. rate, while 13 states and the District of Columbia had higher rates. (See table 1 and chart 1.) Nonfarm Payroll Employment (Seasonally Adjusted) The nation's payrolls showed signs of weakness in May, with 28 states and the District of Columbia reporting losses in total nonfarm employment. Among the states that showed employment growth in May, Utah had the largest over-the-month increase (0.5 percent), followed by Kansas and Montana (both 0.4 percent). Wyoming (-0.8 percent) and Rhode Island (-0.6 percent) had the largest job losses. (See table 3.) Employment growth in the goods-producing sector slowed markedly, with just a quarter of the states reporting over-the-month gains in construction - 2 - and manufacturing. Heavy rains and flooding contributed to the declines in construction employment in a number of states, especially in the southern and central areas of the country. The service-producing sector also displayed weakness in May, as over half of the states had smaller gains or larger declines than in the prior month. Nevertheless, 36 states reported over-the-month employment increases in the services industry. Half of the states reported employment gains in trade, while two-fifths showed growth in transportation and public utilities; finance, insurance, and real estate; and government. Softness in payroll employment was spread across regions, as only four of the nine geographic divisions had gains over the month in total nonfarm employment, and they were 0.1 percent or less. The Middle Atlantic division had the largest decline (-0.2 percent) in employment levels. Over the past year, almost all states gained jobs, with the strongest growth concentrated in the Mountain region. Employment increases ranged from 5.8 percent in Nevada and Utah to only 0.2 percent in Connecticut. Only the District of Columbia (-1.9 percent), Rhode Island (-0.3 percent), and Hawaii (-0.1 percent) recorded losses over the year. (See chart 2.) NOTE: Monthly payroll employment data are provided on a seasonally adjusted basis for all states and the District of Columbia, permitting both current and over-the-year comparisons of the data. The state data are intended for individual state analyses only. Because the state data are not designed for national aggregation, a summation could present a misleading picture of national trends. (See Technical Note.) Metropolitan Area Unemployment (Not Seasonally Adjusted) Of the 271 areas for which May data are available, 112 had rates below 4.5 percent, while 22 had rates higher than 7.5 percent. Modesto, Calif., had the highest unemployment rate at 17.4 percent, followed by McAllen- Edinburg-Mission, Tex., at 16.7 percent, and Fresno, Calif., at 15.2 percent. The lowest rates were in Sioux Falls, S.D. (1.6 percent), and Madison, Wis. (1.8 percent). Only one area experienced an over-the-year rate decline greater than 3.0 percentage points--Mansfield, Ohio (down 3.4 points)--while 71 other areas showed decreases of 1.0 point or more. Laredo, Tex., had the largest over-the-year increase, 4.7 percentage points, followed by Fresno, Calif., up 3.0 points. Seven other areas showed unemployment rate increases of 1.0 percentage point or more.
