EDT Media contact: 606-5902 Tuesday, August 27, 1996 STATE AND METROPOLITAN AREA EMPLOYMENT AND UNEMPLOYMENT: JULY 1996 Most state unemployment rates showed little change in July, the Bureau of Labor Statistics of the U.S. Department of Labor reported today. The national unemployment rate was about unchanged at 5.4 percent. Nonfarm payroll employment increased in 25 states in July. State Unemployment (Seasonally Adjusted) Unemployment rates were lower in July than a month earlier in 18 states, higher in 23 states and the District of Columbia, and unchanged in 9 states. West Virginia reported the largest jobless rate decrease, dropping 0.6 percentage point to 6.7 percent, its lowest rate since July 1979. No other state had a change in either direction that was as large as one-half percentage point. The District of Columbias rate rose 0.9 point over the month to 9.0 percent, erasing last months improvement. Compared with a year earlier, jobless rates in July were lower in 35 states and the District of Columbia, higher in 12 states, and unchanged in 3 states. Rhode Island exhibited the largest over-the-year decrease (2.4 percentage points), followed by Alabama (down 1.8 points) and West Virginia (down 1.4 points). Fifteen additional states showed declines of one-half percentage point or more, but none was as large as a full point. South Carolina and Delaware had the largest rate increases over the year (both 0.9 percentage point), followed by New Mexico (0.8 point) and Alaska and Oregon (both 0.5 point). North Dakota reported the lowest unemployment rate in the nation at 2.8 percent--its lowest since the series began in 1978. Rates in Nebraska (2.9 percent), South Dakota (3.0 percent), and Utah (3.1 percent) followed closely, while four additional states had rates below 4.0 percent. The District of Columbia, at 9.0 percent, again reported the highest jobless rate, followed by Alaska (7.6 percent) and New Mexico and California (both 7.1 percent). Overall, 36 states had jobless rates below the U.S. average, while 13 states and the District of Columbia had higher rates. (See table 1 and chart 1.) Nonfarm Payroll Employment (Seasonally Adjusted) Nonfarm payroll employment rose in 25 states in July. Georgia had the largest percentage increase (1.3 percent), followed by Nebraska (0.8 percent) and Nevada, Oregon, and Washington (0.5 percent each). Georgia also led the states in most jobs added over the month (47,500), followed by California (23,300) and Texas (14,800). Georgia's gain was largely due to employment increases in the trade and services sector--two industries that were most affected by the Olympics. Rhode Island reported the largest percentage decline in employment (-1.0 percent), followed by Kentucky and the District of Columbia (both -0.5 percent). - 2 - Over the year, nonfarm employment rose in 48 states. California added the most jobs (309,700), followed by Texas (275,400). Nevada and Utah continued to lead the nation in growth rates, posting increases of 7.1 and 5.9 percent, respectively. Maine, Hawaii, and the District of Columbia all lost jobs in the past year. (See chart 2.) NOTE: Monthly payroll employment data are provided on a seasonally adjusted basis for all states and the District of Columbia, permitting both current and over-the-year comparisons of the data. The state data are intended for individual state analyses only. Because the state data are not designed for national aggregation, a summation could present a misleading picture of national trends. (See Technical Note.) Metropolitan Area Unemployment (Not Seasonally Adjusted) Of the 272 areas for which July data are available, 86 had unemployment rates below 4.0 percent, while 40 had rates of at least 7.0 percent. The lowest jobless rates were in Madison, Wis. (1.5 percent), and Sioux Falls, S.D. (1.7 percent). Two areas along the Mexican border, McAllen-Edinburg- Mission, Tex. (18.6 percent), and Brownsville-Harlingen-San Benito, Tex. (15.1 percent), recorded the highest jobless rates. Montgomery, Ala., experienced the largest over-the-year decrease in its unemployment rate (4.1 percentage points), followed by Steubenville-Weirton, Ohio-W.Va. (3.9 points), and Laredo, Tex. (3.7 points). Forty-six other areas registered decreases of 1.0 percentage point or more. Dubuque, Iowa, had the largest over-the-year increase, 2.2 percentage points, followed by Peoria-Pekin, Ill., and Tyler, Tex., where the rates rose 1.8 points each. Five additional areas posted increases of 1.0 percentage point or more.
