EST Media contact: 691-5902 Friday, December 16, 2005 REGIONAL AND STATE EMPLOYMENT AND UNEMPLOYMENT: NOVEMBER 2005 Regional and state unemployment rates were generally little changed in November. Overall, 25 states registered over-the-month unemployment rate increases, 19 states recorded decreases, and 6 states and the District of Columbia had no change, the Bureau of Labor Statistics of the U.S. Depart- ment of Labor reported today. Over the year, jobless rates were down in 26 states and the District of Columbia, up in 20 states, and unchanged in 4 states. In November, the national unemployment rate was unchanged from October at 5.0 percent, but was down by 0.4 percentage point from a year earlier. Nonfarm payroll employment increased in 42 states and the District of Columbia over the month, decreased in 6 states, and was unchanged in 2 states. California experienced the largest employment gain (+20,400), followed by Florida (+17,900), Texas (+17,300), and Louisiana (+14,600). Mississippi posted the largest over-the-month percentage increase in em- ployment (+1.0 percent), followed by Louisiana (+0.9 percent), Montana (+0.8 percent), and Kansas and North Dakota (+0.6 percent each). Employ- ment decreases were reported in Indiana (-2,800), Minnesota (-2,600), Tennessee (-2,200), Kentucky (-1,000), South Dakota (-400), and Vermont (-200). Each of these six states recorded a 0.1-percent decline in em- ployment over the month. ------------------------------------------------------------------- | Hurricane Katrina | | | | In November, BLS and its state partners again made modifica- | | tions to the usual estimation procedures for the Local Area Un- | | employment Statistics (LAUS) program to reflect the impact on | | the unemployment statistics in Katrina-affected areas. These | | modifications included: (1) allowing the state labor force esti- | | mates for Louisiana and Mississippi to reflect the effects of | | Katrina by overriding the built-in feature of the methodology | | that smoothes over large shifts in key inputs--unemployment in- | | surance claims and nonfarm wage and salary employment; (2) mod- | | modifying the state population controls to account for displace- | | ment due to Katrina; (3) developing labor force estimates for | | the New Orleans metropolitan area using an alternative to the | | model-based method; and (4) not publishing labor force estimates | | for the parishes within the New Orleans metropolitan area or | | cities within those parishes where the quality of input data was | | severely compromised by the hurricane. | | | | For the Current Employment Statistics (CES) survey, BLS re- | | sumed normal estimation procedures in November. The procedures | | had been modified in September and October to account for low | | response rates in Katrina-affected areas. In November, the | | number and type of responses from the Katrina-affected areas | | were deemed acceptable for a return to standard procedures. | | | | For more information on LAUS and CES procedures and estimates | | for November 2005, see Hurricane Information: Katrina and Rita on | | the BLS Web site at http://www.bls.gov/katrina/ home.htm or call | | (202) 691-6392 for information about the LAUS program, and (202) | | 691-6559 for information about the CES survey. | ------------------------------------------------------------------- - 2 - Regional Unemployment (Seasonally Adjusted) The Midwest registered the highest regional unemployment rate in November, 5.3 percent, while the Northeast again recorded the lowest rate, 5.0 percent. The South and West had jobless rates of 5.2 and 5.1 percent, respectively. The 0.3-percentage point range between the highest and lowest regional unemployment rates was the narrowest for any month since February 1991. The Northeast reported the only statistically significant rate change from October (+0.3 percentage point). Over the year, unem- ployment rates were down significantly in the West (-0.5 percentage point) and Midwest (-0.4 point) and little changed in the Northeast and South. (See table 1.) Among the nine geographic divisions, the highest unemployment rates in November were recorded in the West South Central and East South Central, 6.0 and 5.9 percent, respectively. Both of these contain areas hit by Hurricane Katrina. The lowest division jobless rates were reported in the South Atlantic, 4.5 percent, Mountain, 4.6 percent, and New England and West North Central, 4.7 percent each. The Middle Atlantic registered the only statistically significant over-the-month unemployment rate change (+0.5 percentage point) among the divisions. Significant over-the-year unemployment rate declines were reported in the Pacific (-0.7 percentage point), East North Central (-0.5 point), and South Atlantic (-0.4 point) divisions. New England had the only significant jobless rate increase from November 2004 (+0.3 percentage point). State Unemployment (Seasonally Adjusted) Louisiana and Mississippi again recorded the highest unemployment rates, 12.4 and 9.5 percent, respectively, in November. South Carolina, at 7.1 percent, and Alaska, at 7.0 percent, had the next highest rates. Hawaii continued to post the lowest state unemployment rate, 2.8 percent. The next lowest rates were reported in North Dakota, 3.4 percent, Vermont and Virginia, 3.5 percent each, and Alabama and Florida, 3.6 percent each. The Alabama rate was the lowest in its series. (All state series begin in 1976.) In November, 17 states registered unemployment rates that were significantly below the U.S. rate, 7 states and the District of Columbia had measurably higher rates, and 26 states had rates that were little different from that of the nation. (See tables A and 3.) In November, the largest significant over-the-month jobless rate in- creases were recorded in New Jersey (+0.7 percentage point), Missouri and New York (+0.6 point each), and Michigan and Pennsylvania (+0.5 point each). Iowa and Minnesota also had statistically significant unemployment rate increases from October (+0.3 and +0.2 percentage point, respectively). Three states posted measurable jobless rate decreases over the month: Alabama (-0.9 percentage point), Utah (-0.5 point), and Vermont (-0.4 point). The remaining 40 states and the District of Columbia registered rates that were not appreciably different from those of October, even though some states had changes that were at least as large numerically as those with statistically significant changes. The largest state jobless rate declines from last November were record- ed in Alabama (-1.8 percentage points), Oregon (-1.4 points), and Florida and Utah (-1.1 points each). Thirteen additional states also had statis- tically significant rate decreases, ranging from -0.4 to -0.8 percentage point. The District of Columbia's rate declined by 2.6 percentage points from a year earlier. The largest unemployment rate increases from November 2004 were registered in Louisiana (+6.6 percentage points), Mississippi (+2.6 points), and Kentucky (+1.5 points). Jobless rates in Louisiana and Mississippi are still elevated due to the effects of Hurricane Katrina. Six additional states reported statistically significant rate increases over the year, ranging from +0.3 to +0.6 percentage point. Twenty-four states recorded November 2005 jobless rates that were not appreciably different from those of a year earlier. (See table B.) - 3 - Nonfarm Payroll Employment (Seasonally Adjusted) Between October and November, the measured changes in employment were statistically significant in eight states. All eight states--Louisiana (+14,600), Mississippi (+10,700), Kansas (+8,500), Oregon (+7,600), Utah (+5,200), Nebraska (+3,900), Montana (+3,200), and North Dakota (+2,100)-- registered gains in employment. (See tables C and 5.) Over the year, the measured changes in employment were statistically significant in 31 states and the District of Columbia. All had gains in employment except for Louisiana (-205,300), Michigan (-35,300), and Mis- sissippi (-23,500). The decreases in Louisiana and Mississippi reflect the impact of Hurricane Katrina, which struck the Gulf Coast in late August 2005. The largest gains were reported in Florida (+255,100), California (+186,400), Texas (+136,400), and Arizona (+95,900). Five states and the District of Columbia experienced statistically signifi- cant employment gains that were less then 15,000: Hawaii (+13,800), the District of Columbia (+11,600), West Virginia (+8,300), North Dakota (+7,400), Delaware (+7,200), and Wyoming (+6,600). Among these was the development | | of model-based error measures for the monthly estimates and the | | estimates of over-the-month changes. These error measures allow | | data users and the Bureau of Labor Statistics to consider statis- | | tical significance when analyzing and describing the LAUS data. | | Error measures for the nonfarm payroll employment data had been | | available prior to January 2005, although they were not used in | | the analysis of those data in this release. | | | | The introductory section of this release preserves the long- | | time practice of highlighting the direction of the movements in | | regional and state unemployment rates and state nonfarm payroll | | employment regardless of their statistical significance. Also presented are nonfarm payroll employment estimates by state and major industry from the Current Employment Statistics (CES) program (tables 5 and 6). The LAUS and CES programs are both federal-state cooperative endeavors. Labor force and unemployment--from the LAUS program Definitions. The labor force and unemployment data are based on the same concepts and definitions as those used for the official national estimates obtained from the Current Population Survey (CPS), a sample survey of households that is conducted for the Bureau of Labor Statistics (BLS) by the U.S. Census Bureau. The labor force includes both the employed and the unemployed. Employed persons are those who did any work at all for pay or profit in the reference week (the week including the 12th of the month) or worked 15 hours or more without pay in a family business or farm, plus those not working who have a job from which they were temporarily absent, whether or not paid, for such reasons as labor-management dispute, illness, or vacation. Unemployed persons are those who did not work at all (in the reference week), have actively looked for a job (sometime in the 4-week period ending with the reference week), and are currently available for work; persons on layoff expecting recall need not be looking for work to be counted as unemployed. Method of estimation. Estimates for all census divisions, states, the District of Columbia, the Los Angeles-Long Beach-Glendale metropolitan division, and New York City are produced using estimating equations based on regression techniques. This method, which underwent substantial enhance- ment at the beginning of 2005, utilizes data from several sources, including the CPS, the CES, and state unemployment insurance (UI) data. Estimates for the six other areas contained in this release use a different regression approach. A detailed description of the estimation procedures is available from BLS upon request. Estimates for census regions are obtained by summing the model-based estimates for the component divisions and then calculating the unemployment rate. Annual revisions. Labor force and unemployment data shown for the prior year reflect adjustments made at the end of each year, usually implemented with January estimates. The adjusted estimates reflect updated population data from the U.S. Census Bureau, any revisions in the other data sources, and model reestimation. Seasonal adjustment. Seasonal adjustment of census division, state, and substate area model employment and unemployment levels is performed within the modeling procedure. The model estimation is based on the classical ap- proach to seasonal adjustment, in which the series is decomposed into trend, seasonal, irregular, and survey error. This directly yields seasonally ad- justed estimates for employment and unemployment levels with reliability measures. Labor force levels and unemployment rates are calculated from these two estimates. Additionally, measures for the State of California are derived by summing the seasonally adjusted estimates for the Los Angeles-Long Beach-Glendale metropolitan division and the balance of California, and the estimates for the State of New York are the sum of the estimates for New York City and the balance of New York. Labor force estimates for census regions are calculated as the sum of the levels of the component divisions, and the unemployment rate is then calculated. In most years, historical data for the most recent 5 years are revised near the beginning of each calendar year, usually coincident with the release of January estimates. Area definitions. The substate area data published in this release reflect the standards and definitions established by the U.S. Office of Management and Budget on February 18, 2004. A detailed list of the geographic definitions is available on the Web at http://www.bls.gov/lau/laumsa.htm and also is published annually in the May issue of Employment and Earnings. - 8 - Employment--from the CES program Definitions. Employment data refer to persons on establishment payrolls who receive pay for any part of the pay period which includes the 12th of the month. Persons are counted at their place of work rather than at their place of residence; those appearing on more than one payroll are counted on each payroll. Industries are classified on the basis of their principal activity in accordance with the 2002 version of the North American Industry Classification System. Method of estimation. The employment data are estimated using a "link relative" technique in which a ratio (link relative) of current-month em- ployment to that of the previous month is computed from a sample of estab- lishments reporting for both months. The estimates of employment for the current month are obtained by multiplying the estimates for the previous month by these ratios. Annual revisions. Employment estimates are adjusted annually to a complete count of jobs, called benchmarks, derived principally from tax reports which are submitted by employers who are covered under state unemployment insurance (UI) laws. The benchmark information is used to adjust the monthly estimates between the new benchmark and the preceding one and also to establish the level of employment for the new benchmark month. Thus, the benchmarking process establishes the level of employment, and the sample is used to measure the month-to-month changes in the level for the subsequent months. Seasonal adjustment. Payroll employment data are seasonally adjusted at the statewide supersector level. In some states, the seasonally adjusted payroll employment total is computed by aggregating the independently ad- justed supersector series. In other states, the seasonally adjusted pay- roll employment total is independently adjusted. Revisions of historical data for the most recent 5 years are made once a year, coincident with annual benchmark adjustments. Caution on aggregating state data. State estimation procedures are designed to produce accurate data for each individual state. BLS inde- pendently develops a national employment series; state estimates are not forced to sum to national totals. Because each state series is subject to larger sampling and nonsampling errors than the national series, summing them cumulates individual state level errors and can cause significant dis- tortions at an aggregate level. Due to these statistical limitations, BLS does not compile a "sum-of-states" employment series, and cautions users that such a series is subject to a relatively large and volatile error structure. Reliability of the estimates The estimates presented in this release are based on sample survey, ad- ministrative data, and modeling and, thus, are subject to sampling and other types of errors. Sampling error is a measure of sampling variability--that is, variation that occurs by chance because a sample rather than the entire population is surveyed. Survey data also are subject to nonsampling errors, such as those which can be introduced into the data collection and processing operations. Estimates not directly derived from sample surveys are subject to additional errors resulting from the specific estimation processes used. The sums of individual items may not always equal the totals shown in the same tables because of rounding. With respect to the LAUS program, unem- ployment rates are computed from unrounded data rather than from data that may be displayed in the tables; differences, however, are generally insig- nificant. - 9 - Labor force and unemployment estimates. Model-based error measures for both seasonally adjusted and not seasonally adjusted data, and for over-the- month change, are available on the BLS Web site at http://www.bls.gov/lau/ lastderr.htm. BLS uses a 90-percent confidence level in determining whether changes in LAUS unemployment rates are statistically significant. The average magnitude of the over-the-month change in a state unemployment rate that is required in order to be statistically significant at the 90-percent confidence level is slightly more than +/- 0.3 percentage point. Measures of nonsampling error are not available, but additional information on the subject is provided in the BLS monthly periodi- cal, Employment and Earnings. Employment estimates.
