Media contact: Tuesday, June 28, 1994 Kathryn Hoyle (202) 606-5902 U.S. IMPORT AND EXPORT PRICE INDEXES -MAY 1994- Dominated by a continuing increase in petroleum prices, the U.S. Import Price Index rose 1.1 percent in May, the Bureau of Labor Statistics of the U.S. Department of Labor reported today. The rise followed a 0.8 percent advance in April. U.S. export prices were up 0.3 percent in May. The May upturn in import prices was the largest monthly increase in the index since October 1990. Over the past 12 months, however, the import price index was up a modest 0.3 percent. Imported petroleum prices continued a recent turnaround, rising 11.1 percent in May after an increase of 5.4 percent in April. Petroleum prices, however, were still down 11.2 percent over the 12- month period ended in May. Import prices of nonpetroleum goods were up 0.2 percent in May, a slightly smaller advance than the 0.3 percent and 0.4 percent increases posted in April and March, respectively. For the year ended in May, prices of nonpetroleum imports were up 1.7 percent. Led by higher prices for vegetables and coffee, the index of imported foods, feeds, and beverages was up for the third consecutive month. The 1.7 percent increase in May was a slight acceleration over the 1.3 percent and 1.0 percent increases in April and March, respectively. The import price indexes for automotive vehicles and consumer goods each rose 0.2 percent last month. For the year ended in May, motor vehicle prices were up 3.0 percent while consumer goods prices were up 0.7 percent. In contrast, import prices of capital goods fell 0.1 percent in May. The decline was led by a continuing drop in computer prices. For the 12-month period ended in May, the index of capital goods prices was up 0.6 percent. After increasing in 4 of the last 5 months, the price index for nonpetroleum industrial supplies and materials was flat in May. Over the past 12 months, the index advanced 1.2 percent. Export Goods Agricultural export prices continued a recent trend of fluctuating price movements, rising 1.4 percent in May after falling in 2 of the prior 3 months. Over the last 12 months, prices for agricultural exports were up 8.3 percent. Prices for nonagricultural exports rose 0.2 percent in May, in line with the average price increase in the last 3 months. Partially contributing to the increase was the index of nonagricultural industrial supplies and materials, up 0.4 percent in May and 3.8 percent since December. Also posting advances in May were automotive vehicles prices, up 0.3 percent, and consumer goods prices, up 0.1 percent. In contrast, the price index of exported capital goods--which accounts for nearly 40 percent of exports-- fell 0.1 percent for the sixth consecutive month. As with imported capital goods, the fall was largely the result of declining computer prices. Over the past 12 months, capital goods prices were down 0.3 percent. Imports by Country or Region of Origin The price indexes for imported goods from the European Community and from Japan both rose 0.4 percent in May. Over the past 12 months, prices of imports from the European Community were down 0.1 percent while prices of goods imported from Japan were up 5.3 percent. Prices of goods imported from Canada increased 0.7 percent in May, led by a 5.3 percent advance in the index of nonmanufactured goods. The index of imported goods coming from the Asian Newly Industrialized Countries remained fairly level, falling 0.1 percent in May after showing no change in April and March. For the year ended in May, the index was down 0.4 percent. In addition to the 57 new series which were incorporated into the monthly release, approximately 400 additional monthly indexes also are available on request. TECHNICAL NOTE Import and Export Merchandise and Services Price Indexes -- All indexes use a modified Laspeyres formula and are weighted with 1990 trade weights. The merchandise price indexes are published using three classifications: the Harmonized System (HS), the Bureau of Economic Analysis End-Use System, and the Standard International Trade Classification (SITC) system, Rev. 3. Price indexes for internationally traded services are presented using two definitions: Balance of Payments (which represents transactions between U.S. and foreign residents) and International (which represents all transactions with U.S. importers or exporters, regardless of nationality). Published series use a base year of 1990=100 where possible. Exceptions are for the recently instituted HS indexes, which use a base of December 1992=100. Net transaction price data are collected every 3 months for approximately 22,000 products from over 9,000 companies and secondary sources. Approximately two-thirds of the items are also repriced in the intervening months. (Current plans call for all items to be repriced monthly by 1996.) Indexes are not seasonally adjusted. Import Price Indexes -- Products have been classified by the 1990 Harmonized Tariff Schedule of the United States Annotated (TSUSA). Import prices are based on U.S. dollar prices paid by the U.S. importer. The prices are generally either "free on board" (f.o.b.) foreign port or "cost, insurance, and freight" (c.i.f.) U.S. port transaction prices, depending on the practices of the individual industry. The index for crude petroleum is calculated from data collected by the U.S. Department of Energy. The index for import electrical energy is lagged one month. Export Price Indexes -- Products have been classified by the 1990 Harmonized Schedule B classification system of the U.S. Bureau of the Census. The prices used are generally either "free on board" (f.o.b.) factory or "free alongside ship" (f.a.s.) transaction prices, depending on the practices of the individual industry. Prices used in the grain index, excluding rice, are obtained from the U.S. Department of Agriculture. Import Indexes by Country of Origin -- Prices used in these indexes are a subset of the data collected for the Import Price Indexes. Prior to January 1993, nonmanufactured goods were defined as SITC 0-4 and manufactured goods were defined as SITC 5-8. Beginning with January 1993, the indexes are weighted by country or region of origin using a nomenclature based upon the Standard Industrial Classification (SIC-Based). Nonmanufactured goods are defined as SIC 0-1, and manufactured goods are defined as SIC 2-3. The indexes use a base of December 1990=100. Import, Export, and International Services Indexes -- Indexes are updated on a quarterly basis. The figures for services indexes will not sum up to the aggregate dollar value because not all categories are shown in the tables. Revenue figures for air passenger indexes exclude frequent flyer tickets and those sold by consolidators. Indexes for crude oil tanker freight are calculated from data collected by the U. S. Department of Energy and represent the second month of the quarter. Revision policy -- Data are revised for the previous 3 months to reflect the availability of late reports and corrections by respondents. Uses of the Data -- The primary use of the indexes is to deflate trade statistics. For merchandise trade, the End-Use classification system is the structure used by the Department of Commerce in the construction of the foreign trade sector of the National Income and Product Accounts. Indexes published using the Harmonized System and the Standard International Trade Classification, Rev. 3, both international structures, are useful for general market analysis. For trade in international services, Balance of Payments indexes are used for deflating National Accounts data, while International indexes are more appropriate for market analysis. Merchandise and services indexes can also be used to study U. S. competitiveness and price elasticities, and the merchandise import indexes by country or region of origin are useful for terms of trade analysis.
