Washington Metropolitan Area Job Count – September 2009 (PDF)

Rate of Employment Decline Well Below National Average

 

Total nonfarm employment for the Washington-Arlington-Alexandria, D.C.-Va.-Md.-W.Va. Metropolitan Statistical Area stood at 2,968,900 in September 2009, down 37,000, or 1.2 percent, over the year, the U.S. Bureau of Labor Statistics reported today. During the same period, the national job count fell 4.2 percent. Sheila Watkins, the Bureau’s regional commissioner, noted that September’s local decrease marked the 10th consecutive month of over-the-year job losses, which extended back to December 2008, one year after the start of the current recession. (See chart 1 and table 1; Technical Note at end of release contains metropolitan area definitions. All data in this release are not seasonally adjusted; accordingly, over-the-year analysis is used throughout.)

The Washington-Arlington-Alexandria, D.C.-Va.-Md.-W.Va. Metropolitan Statistical Area is made up of two metropolitan divisions¾separately identifiable employment centers within the larger metropolitan area. The larger Washington-Arlington-Alexandria, D.C.-Va.-Md.-W.Va. Metropolitan Division, (which accounted for 80 percent of the area’s employment), was responsible for the entire job loss in the metropolitan area, with employment decreasing by 42,700 jobs over the year. On the other hand, the Bethesda-Frederick-Rockville, Md. Metropolitan Division, (which represented the remaining 20 percent of the local workforce), gained 5,700 jobs since September 2008.

Industry employment

In the greater Washington metropolitan area, the trade, transportation, and utilities supersector lost 15,800 jobs from September 2008 to September 2009, more than any other industry in the area. The 4.0-percent decrease in local trade, transportation, and utilities employment compared to a national decline of 4.4 percent. Retail trade, down 13,700 jobs since last September, dominated the overall decline in the supersector.

Employment in mining, logging, and construction fell by 15,600 over the last 12 months, a 9.0-percent decrease. The Washington division accounted for most of the decline, shedding 13,700 jobs in this industry. (See chart 2.)

Five other industries in the Washington area experienced job losses of less than 6,000:  financial activities, information, leisure and hospitality, manufacturing, and other services. Of these five, only information lost jobs at a faster rate in the metropolitan area than nationwide.

Three supersectors added jobs in the Washington area from September 2008 to September 2009. Government experienced the largest increase, up 7,300 or 1.1 percent. Nationally, public sector employment fell by 0.7 percent. Education and health services added the second-highest number of jobs in the area, up 4,400 or 1.3 percent. Nationwide, this was the only supersector to add jobs, increasing at a 1.8-percent pace. Professional and business services, the largest supersector in the Washington area accounting for nearly one-fourth of total employment, added 4,200 jobs over the year. All of the gain in this industry was located in the Bethesda division, which expanded by 10,900; in contrast, the Washington division lost 6,700 jobs. Overall, professional and business services in the metropolitan area grew 0.6 percent, in contrast to the 6.2-percent decline experienced nationally.

Twelve largest metropolitan areas

The Washington-Arlington-Alexandria area was 1 of the nation’s 12 largest metropolitan statistical areas in September 2009. All of these areas experienced over-the-year job losses. (See chart 3 and table 2.)  Of the 12 areas, Washington had the smallest rate of decline and Detroit the largest. Nationally, employment was down 4.2 percent from September 2008 to September 2009.

Four of the 12 areas—Detroit-Warren-Livonia, Atlanta-Sandy Springs-Marietta, Chicago-Naperville-Joliet, and San Francisco-Oakland-Fremont—experienced employment losses steeper than the national rate of decline.  In fact, Detroit’s rate of job loss, at 7.8 percent, was nearly double the national average.

The other eight metropolitan areas had smaller-than-average percentage losses. Seven of these areas experienced declines in the 4.0- to 2.2-percent range—Los Angeles-Long Beach-Santa Ana, Miami-Fort Lauderdale-Pompano Beach, Philadelphia-Camden-Wilmington, Houston-Sugar Land-Baytown, Boston-Cambridge-Quincy, New York-Northern New Jersey-Long Island, and Dallas-Fort Worth-Arlington. As noted, the Washington-Arlington-Alexandria area posted the smallest percentage loss, 1.2 percent.

Three metropolitan areas experienced employment declines of over 200,000 from September a year ago—Los Angeles (-220,000), New York (-216,400), and Chicago (-207,800). Two additional areas (Detroit and Atlanta) had job losses exceeding 100,000. Washington was the only area to lose fewer than 50,000 jobs during this 12-month period.

In 7 of the 12 areas, trade, transportation, and utilities recorded the largest loss of jobs from September 2008, while professional and business services registered the largest loss in 3 additional areas.  Conversely, education and health services added the most jobs in 8 of the 12 areas. Four areas—Chicago, Detroit, Miami, and San Francisco—failed to add at least 1,000 jobs in any supersector. 

Technical Note

This release presents nonfarm payroll employment estimates from the Current Employment Statistics (CES) program. The CES survey is a Federal-State cooperative endeavor in which State employment security agencies prepare the data using concepts, definitions, and technical procedures prescribed by the Bureau of Labor Statistics.

Definitions. Employment data refer to persons on establishment payrolls who receive pay for any part of the pay period which includes the 12th of the month. Persons are counted at their place of work rather than at their place of residence; those appearing on more than one payroll are counted on each payroll. Industries are classified on the basis of their principal activity in accordance with the 2007 version of the North American Industry Classification System.

Method of estimation. The employment data are estimated using a "link relative" technique in which a ratio (link relative) of current-month employment to that of the previous month is computed from a sample of establishments reporting for both months. The estimates of employment for the current month are obtained by multiplying the estimates for the previous month by these ratios. Small-domain models are used as the official estimators for approximately 39 percent of CES published series which have insufficient sample for direct sample-based estimates.

Annual revisions. Employment estimates are adjusted annually to a complete count of jobs, called benchmarks, derived principally from tax reports which are submitted by employers who are covered under state unemployment insurance (UI) laws. The benchmark information is used to adjust the monthly estimates between the new benchmark and the preceding one and also to establish the level of employment for the new benchmark month. Thus, the benchmarking process establishes the level of employment, and the sample is used to measure the month-to-month changes in the level for the subsequent months.

Reliability of the estimates. The estimates presented in this release are based on sample survey and administrative data and thus are subject to sampling and other types of errors. Sampling error is a measure of sampling variability—that is, variation that occurs by chance because a sample rather than the entire population is surveyed. Survey data are also subject to nonsampling errors, such as those which can be introduced into the data collection and processing operations. Estimates not directly derived from sample surveys are subject to additional errors resulting from the special estimation processes used. The sums of individual items may not always equal the totals shown in the same tables because of rounding.
