EST Media contact: 606-5902 Thursday, March 7, 1996 STATE AND METROPOLITAN AREA EMPLOYMENT AND UNEMPLOYMENT: JANUARY 1996 Unemployment rates were higher in January 1996 than a month earlier in 28 states, lower in 12 states and the District of Columbia, and unchanged in 10 states, the Bureau of Labor Statistics of the U.S. Department of Labor reported today. The national unemployment rate was 5.8 percent in January, up from 5.6 percent in December. Nonfarm payroll employment increased in 21 states over the month. State Unemployment (Seasonally Adjusted) One state--Alabama--experienced a decline of a full percentage point in its unemployment rate over the month, while no state posted an increase of that magnitude. At 4.6 percent, the rate in Alabama is its lowest on record. The Colorado jobless rate dropped 0.6 percentage point, from 3.9 to 3.3 percent. West Virginia recorded the largest rate increase, from 7.6 to 8.3 percent. Over the month, jobless rates in 39 states changed by 0.3 percentage point or less. Over the year, 26 states experienced unemployment rate declines, while 22 states and the District of Columbia showed increases. Jobless rates in two states dropped by a percentage point or more: North Dakota (1.2 points) and Alabama (1.0 point). Rates in 11 additional states decreased by 0.5 point or more. The largest increase, over the year, occurred in Tennessee (1.5 percentage points), followed by North Carolina (1.2 points). Five other states experienced increases of at least one-half point in their jobless rates. In January 1996, the lowest unemployment rates again were concentrated in the Plains states. At 2.5 percent, the rate in North Dakota was the lowest in the nation, as well as the lowest on record for the state. Nebraska followed closely with a rate of 2.6 percent. Nine other states registered rates of less than 4.0 percent. At 8.3 percent, West Virginia had the highest unemployment rate, followed by the District of Columbia (8.2 percent), Alaska (7.9 percent), and California (7.7 percent). Overall, 38 states had jobless rates below that of the nation, while 12 states and the District of Columbia had higher rates. (See table 1 and chart 1.) - 2 - Nonfarm Payroll Employment (Seasonally Adjusted) Only 21 states recorded gains in total nonfarm employment in January. The largest percentage increase was in Oregon (1.0 percent), the only state to experience growth in every major industry. All states from New York southward to South Carolina experienced employment losses of at least 0.3 percent over the month, as a severe blizzard disrupted work in much of the eastern United States. The largest job losses were, in percentage terms, in Delaware (-1.5 percent ) and, in absolute terms, in Pennsylvania (- 53,100). Over the year, nonfarm employment increased in 46 states. Growth continued to be strongest in the West South Central and Mountain states. (See chart 2.) California led all states in jobs gained (344,000), followed by Texas (228,800), and Florida (183,700). NOTE: Monthly payroll employment data are provided on a seasonally adjusted basis for all states and the District of Columbia, permitting both current and over-the-year comparisons of the data. The state data are intended for individual state analyses only. Because the state data are not designed for national aggregation, a summation could present a misleading picture of national trends. (See Technical Note.) Metropolitan Area Unemployment (Not Seasonally Adjusted) Of the 272 areas for which January data are available, 49 had unemployment rates below 4.0 percent, while 54 had rates of 7.0 percent or higher. The lowest rates were in Madison, Wis. (2.2 percent), and Iowa City, Iowa (2.7 percent). Five areas had unemployment rates of 2.8 percent. McAllen-Edinburg-Mission, Tex., had the highest unemployment rate at 21.0 percent, followed by Salinas, Calif., at 18.6 percent. Among the areas for which over-the-year comparisons can be made, Pine Bluff, Ark., experienced the largest drop in its jobless rate (2.2 percentage points), followed by Bismark, N.D. (1.6 points). Rates in 14 other areas declined by 1.0 percentage point or more. Dubuque, Iowa, had the largest over-the- year increase, as its rate climbed 1.9 points to 6.1 percent. Twelve other areas posted rate increases of 1.0 percentage point or more. (See table 5.) _________________________ The State and Metropolitan Area Employment and Unemployment release for February 1996 is scheduled to be issued on Tuesday, April 2, 1996. - 3 - ---------------------------------------------------------------------------- | Effective with this release, monthly data for 11 large states-- | | California, Florida, Illinois, Massachusetts, Michigan, New Jersey, | | New York, North Carolina, Ohio, Pennsylvania, and Texas--and 2 sub- | | state areas--New York City and the Los Angeles-Long Beach | | metropolitan area--are no longer obtained directly from the Current | | Population Survey (CPS). Estimates for these states and areas are | | calculated using the model-based method used for the smaller states | | and the District of Columbia since 1989. In addition, this release | | introduces seasonally adjusted data for these two sub-state areas | | (table 1). | | The 1995 sub-state estimates for 8 of the 11 former CPS direct-use | | states do not yet reflect the change in methodology and, therefore, | | are not consistent with state totals. Thus, these sub-state | | unemployment rates are not published in table 5 and are excluded from | | the analysis of over-the-year change.
