EST Tuesday, April 2, 1996 STATE AND METROPOLITAN AREA EMPLOYMENT AND UNEMPLOYMENT: FEBRUARY 1996 Unemployment rates were lower in February 1996 than a month earlier in 31 states and the District of Columbia, higher in 13 states, and unchanged in 6 states, the Bureau of Labor Statistics of the U.S. Department of Labor reported today. The national unemployment rate decreased to 5.5 percent in February, from 5.8 percent in January. Nonfarm payroll employment increased in 45 states over the month. State Unemployment (Seasonally Adjusted) West Virginia's unemployment rate fell 1.0 percentage point to 7.4 percent, the largest over-the-month decrease of any state. South Carolina and Pennsylvania had the next largest declines (both 0.7 percentage point), bringing their rates (4.7 and 5.5 percent, respectively) to their lowest points since mid-1990. Delaware and North Carolina recorded reductions of 0.6 percentage point. Compared with a year earlier, unemployment rates in February were lower in 35 states and the District of Columbia. Three states experienced over-the-year decreases of a percentage point or more, and nine additional states experienced declines of more than one-half point. The largest decreases were in Missouri (1.4 points), Alabama (1.1 points), and Rhode Island (1.0 point). At 5.9 percent, Rhode Island had its lowest rate in over 6 years. Tennessee had the largest rate increase over the year (0.7 percentage point), followed by New Mexico and Mississippi (both 0.6 point). Nine additional states recorded over-the-year increases. In February, the lowest unemployment rates in the nation were again concentrated in the Plains states. North Dakota reported the lowest rate (2.8 percent), followed closely by Nebraska and South Dakota (both 2.9 percent). Eight other states had rates below 4.0 percent. Although the District of Columbia recorded its lowest rate in over a year, it was still the highest in the nation (8.1 percent). California followed with a rate of 7.6 percent. Alaska (7.5 percent) and West Virginia (7.4 percent) had the next highest rates. Overall, 36 states had jobless rates below the U.S. average, while 13 states and the District of Columbia had higher rates. (See table 1 and chart 1.) Nonfarm Payroll Employment (Seasonally Adjusted) - 2 - Nonfarm payroll employment rose in 45 states in February. States in the east rebounded strongly from the effects of the January blizzard. February job gains were led by weather- affected states--Pennsylvania (48,000), Virginia (41,000), and North Carolina (35,000). The construction, trade, and services industries led the increases in most states. Over the year, nonfarm employment increased in 49 states. The largest percentage gains were in Nevada (7.6 percent) and Utah (5.2 percent). California led all states in the number of jobs gained (289,000), followed by Texas (230,000) and Florida (170,000). The District of Columbia (-2.3 percent) and Hawaii (- 0.9 percent) experienced job losses over the year. (See chart 2.) NOTE: Monthly payroll employment data are provided on a seasonally adjusted basis for all states and the District of Columbia, permitting both current and over-the-year comparisons of the data. The state data are intended for individual state analyses only. Because the state data are not designed for national aggregation, a summation could present a misleading picture of national trends. (See Technical Note.) Metropolitan Area Unemployment (Not Seasonally Adjusted) Of the 272 areas for which February data are available, 72 had unemployment rates below 4.0 percent, while 42 had rates of at least 7.0 percent. The lowest rates were in Charlottesville, Va. (2.1 percent), Madison, Wis. (2.3 percent), and Sioux Falls, S.D. (2.4 percent). McAllen-Edinburg-Mission, Tex., again recorded the highest jobless rate (22.4 percent), followed by Salinas, Calif. (18.2 percent). Pine Bluff, Ark., experienced the largest over-the-year decrease in its unemployment rate (2.5 percentage points), followed by Lake Charles, La. (2.0 points). Twenty- eight other areas registered decreases of 1.0 percentage point or more. El Paso, Tex., had the largest over-the-year increase, 2.3 percentage points, followed by Peoria-Pekin, Ill., whose rate climbed 2.1 points. Ten additional areas posted increases of 1.0 percentage point or more.
