EDT Media contact: 606-5902 Tuesday, July 2, 1996 STATE AND METROPOLITAN AREA EMPLOYMENT AND UNEMPLOYMENT: MAY 1996 Most state unemployment rates showed little change in May, as 40 states recorded changes of 0.3 percentage point or less, the Bureau of Labor Statistics of the U.S. Department of Labor reported today. The national unemployment rate returned to its March level of 5.6 percent. Nonfarm payroll employment rose in 43 states in May. State Unemployment (Seasonally Adjusted) Unemployment rates were lower in May than a month earlier in 23 states, higher in 19 states and the District of Columbia, and unchanged in 8 states. Three states reported jobless rate decreases of 0.5 percentage point or greater. West Virginia's rate declined by 0.6 percentage point to 7.1 percent, its lowest in nearly 17 years. Jobless rates in New Jersey and Rhode Island decreased by one-half point to 6.1 and 4.6 percent, respectively. For both states, these were the lowest rates in more than 5 years. Unemployment rate increases were relatively small in May, with the District of Columbia registering the largest, 0.5 percentage point. Compared with a year earlier, unemployment rates in May were lower in 34 states and the District of Columbia, higher in 11 states, and unchanged in 5 states. Rhode Island reported an over-the-year decrease of 2.4 percentage points. Eleven additional states showed declines of one-half point or more, though none was greater than 0.8 point. New Mexico had the largest rate increase over the year (0.6 percentage point), followed by South Carolina and Delaware (both 0.5 point). In May, the lowest unemployment rate in the nation was reported in South Dakota (2.8 percent), followed by Nebraska (3.0 percent) and North Dakota (3.1 percent). Four other states had rates below 4.0 percent. The District of Columbia, at 8.9 percent, still had the highest jobless rate. Californias rate (7.2 percent) continued to edge down, but remained the second highest, followed closely by West Virginia (7.1 percent). No other state registered a rate of 7.0 percent or more. Overall, 36 states had jobless rates below the U.S. average, while 12 states and the District of Columbia had higher rates. (See table 1 and chart 1.) Nonfarm Payroll Employment (Seasonally Adjusted) Nonfarm payroll employment rose in 43 states in May. West Virginia reported the largest percentage increase (1.7 percent), followed by Idaho and North Dakota (both 0.9 percent). West Virginias gain was primarily due to the hiring of temporary poll workers for a May primary election. California added the most jobs over the month (45,700), while Texas (31,800) and Michigan (28,500) also had sizable increases. All but five states and the District of Columbia registered gains in services and trade. Wyoming reported the largest percentage decline (-0.8 percent), followed by Alaska (-0.5 percent). - 2 - Over the year, nonfarm employment increased in 49 states. California led the country in over-the-year job growth (289,700), followed by Texas (256,500), and Florida (183,200). Nevada and Utah continued to lead the country in growth rates, posting gains of 7.5 and 5.8 percent, respectively. In contrast, Hawaii and the District of Columbia lost jobs in the past year. (See chart 2.) Hawaii's employment level hovered around 1990 levels, while the District of Columbia had about the same number of jobs as in 1986. NOTE: Monthly payroll employment data are provided on a seasonally adjusted basis for all states and the District of Columbia, permitting both current and over-the-year comparisons of the data. The state data are intended for individual state analyses only. Because the state data are not designed for national aggregation, a summation could present a misleading picture of national trends. (See Technical Note.) Metropolitan Area Unemployment (Not Seasonally Adjusted) Of the 272 areas for which May data are available, 101 had unemployment rates below 4.0 percent, while 29 had rates of at least 7.0 percent. The lowest rates were in Madison, Wis. (1.6 percent), and Sioux Falls, S.D. (1.7 percent). McAllen-Edinburg-Mission, Tex., again recorded the highest jobless rate (17.0 percent), followed by Modesto, Calif. (15.4 percent), and Laredo, Tex. (13.0 percent). Danville, Va., experienced the largest over-the-year decrease in its unemployment rate (3.2 percentage points), followed by Laredo, Tex. (2.2 points), Salinas and Bakersfield, Calif. (both 2.1 points), Providence-Fall River-Warwick, R.I.-Mass. (2.0 points), and Kokomo, Ind. (1.9 points). Nineteen other areas registered decreases of 1.0 percentage point or more. Dubuque, Iowa, had the largest over-the- year increase, 2.6 percentage points, followed by Peoria-Pekin, Ill., where the rate rose 2.4 points. Five additional areas posted increases of 1.0 percentage point or more.
