EST Wednesday, December 28, 1994 STATE AND METROPOLITAN AREA EMPLOYMENT AND UNEMPLOYMENT: NOVEMBER 1994 Unemployment rates were lower in November 1994 than a month earlier in 35 states, higher in 8 states and the District of Columbia, and unchanged in 7 states, the Bureau of Labor Statistics of the U.S. Department of Labor reported today. The national unemployment rate was 5.6 percent, down from 5.8 percent in October. Nonfarm payroll employment rose in 43 states over the month. State Unemployment (Seasonally Adjusted) Four states--Illinois, Massachusetts, North Carolina, and Tennessee-- had unemployment rate declines of about 1 percentage point or more. Illinois had the largest over-the-month decline, dropping 1.3 points to 5.0 percent. Of the seven states with increases, Mississippi experienced the largest, 0.7 percentage point to 6.7 percent. The jobless rates in Delaware and the District of Columbia rose by about half a percentage point over the month. Nebraska, at 2.6 percent, continued to have the lowest unemployment rate in the country. Louisiana (8.1 percent) had the highest unemployment rate. There were only three other states--Alaska, California, and West Virginia--and the District of Columbia that had rates of 7.3 percent or higher. Twenty-five states had unemployment rates of 4.9 percent or lower, while 15 states had rates ranging from 5.0 to 6.1 percent. (See table 1 and chart 1.) --------------------------------------------------------------- | State and area labor force data beginning in January 1994 | |are not directly comparable with data for 1993 and prior years| |as a result of the introduction of the redesigned Current | |Population Survey. Data comparisons also are affected by the | |incorporation of 1990 census-based population controls and | |other methodological changes. These changes are described in | |greater detail in "Revisions in State and Area Estimates | |Effective January 1994" in the March 1994 issue of Employment | |and Earnings. | -------------------------------------------------------------- Nonfarm Payroll Employment (Seasonally Adjusted) State nonfarm payroll employment growth continued to expand in November, with 43 states recording gains. Temporary hiring of election workers was largely responsible for the unusually high increases in West Virginia (2.0 percent), Tennessee (1.3 percent), and Florida (1.0 percent). Each of the states in the four "Central" divisions and the Mountain division gained employment in November, while employment losses occurred, for the most part, in the New England and South Atlantic divisions. (See table 3.) Over-the-month employment growth was spread across the goods-producing and service-producing sectors. Forty-one states reported gains in the goods-producing sector, while 44 states added service-producing jobs. Construction job growth was strong in November, with all but nine states adding jobs. Construction employment in most of the South Atlantic states rebounded after heavy rains in October. All of the "Central" states reported over-the-month gains in manufacturing employment. Trade and services jobs were added in almost four-fifths of the states, primarily in the four "Central" divisions and the Mountain division. The District of Columbia and Hawaii reported the only over-the-year employment losses in November. (See chart 2.) Employment growth from November 1993 to November 1994 ranged from 6.3 percent in Utah to 0.1 percent in California. Thirty-six states added manufacturing jobs over the year. NOTE: Monthly payroll employment data are provided on a seasonally adjusted basis for all states and the District of Columbia, permitting both current and over-the-year comparisons of the data. The state data are intended for individual state analyses only. Because the state data are not designed for national aggregation, a summation could present a misleading picture of national trends. (See Technical Note.) Metropolitan Area Unemployment (Not Seasonally Adjusted) Of the 262 areas for which November data are available, 145 had unemployment rates below 5.0 percent, while 11 had rates in excess of 8.5 percent. McAllen-Edinburg-Mission,Tex., had the highest unemployment rate (15.0 percent), followed by Modesto, Calif. (13.4 percent), and Bakersfield, Calif. (13.3 percent). The lowest unemployment rate was in Madison, Wis.
