EDT Media contact: 691-5902 Wednesday, August 1, 2001 METROPOLITAN AREA EMPLOYMENT AND UNEMPLOYMENT: JUNE 2001 In June, 208 metropolitan areas recorded unemployment rates below the U.S. average (4.7 percent, not seasonally adjusted), and 112 areas registered higher rates, the Bureau of Labor Statistics of the U.S. Department of Labor reported today. Of the seven metropolitan areas with rates below 2.0 percent, four were in the Midwest, and two were in New England. Ten areas had jobless rates of 10.0 percent or more in June, including six in California's Central Valley and three along the Mexican border in other states. Metropolitan Area Unemployment (Not Seasonally Adjusted) Sixty-nine metropolitan areas recorded unemployment rates of at least 5.5 percent in June, up from 59 areas a year earlier. Meanwhile, 18 areas had rates below 2.5 percent, down from 31 areas in June 2000. Yuma, Ariz., where summer jobless rates typically are about double those of the winter, reported the highest rate, 28.4 percent. Visalia-Tulare-Porterville, Calif., reported the next highest rate, 14.3 percent. The lowest unemployment rates were in Sioux Falls, S.D., 1.6 percent, and Fargo- Moorhead, N.D.-Minn., 1.8 percent. Five additional areas reported rates of 1.9 percent each. (See table 1 and the chart.) Over the year, 113 metropolitan areas reported rate increases greater than or equal to the one-half percentage point increase in the U.S. jobless rate. The largest over-the-year rate increase, 4.0 percentage points, was registered in the furniture manufacturing area of Hickory-Morganton-Lenoir, N.C., followed by a rise of 3.2 points in Danville, Va. Thirty-three additional areas posted increases of 1.0 percentage point or more, with five of these in Michigan, four in North Carolina, and three each in Illinois and Texas. The largest over-the-year rate decrease was in Yuma, Ariz., -5.1 percentage points. Biloxi-Gulfport-Pascagoula, Miss., had the second largest rate decline, -2.0 points. Seventeen other areas, including five in California's Central Valley, recorded decreases of at least 1.0 percentage point. Overall, 196 metropolitan areas recorded higher rates than June 2000, 113 areas had lower rates, and 22 areas were unchanged. Of the 51 metropolitan areas with a 1990 census population of 1 million or more, 36 reported unemployment rates below the U.S. average in June, while 12 had rates above it. The lowest rates were in Indianapolis, Ind. (2.6 percent), Washington, D.C.-Md.-Va.-W.Va. (2.8 percent), and Hartford, Conn. (2.9 percent). Miami, Fla., continued to report the highest jobless rate (6.3 percent), followed by Chicago, Ill. (5.5 percent). Among these large areas, 37 registered over-the-year rate increases, 11 had rate decreases, and 3 areas reported no change. San Jose, Calif., recorded the largest over-the-year rate increase, 2.0 percentage points, followed by increases of 1.5 points each in Detroit, Mich., and Greensboro--Winston- Salem--High Point, N.C. Four additional areas had increases of more than 1.0 percentage point from June 2000. The largest over-the-year rate declines occurred in New Orleans, La., -0.8 percentage point, Riverside-San Bernardino, Calif., -0.6 point, and Sacramento, Calif., -0.5 point. - 2 - Metropolitan Area Nonfarm Employment (Not Seasonally Adjusted) Among the 274 metropolitan areas for which June nonfarm payroll data were available, 192 reported over-the-year increases in employment, 78 reported declines, and 4 had no change. The largest employment increase occurred in Washington, D.C.-Md.-Va.-W.Va. (85,500), followed by Dallas, Texas (61,400), Los Angeles-Long Beach, Calif. (54,100), and New York, N.Y. (53,300). The largest over-the-year percent increases were reported in Las Vegas, Nev.-Ariz. (5.0 percent), Casper, Wyo., and Tampa-St. Petersburg- Clearwater, Fla. (4.0 percent each), and Boise City, Idaho, and Sheboygan, Wis. (3.8 percent each). (See table 2.) The largest over-the-year employment declines were posted in Detroit, Mich. (-19,700), Omaha, Neb.-Iowa (-6,100), and Greensboro--Winston-Salem-- High Point, N.C. (-4,200). The largest over-the-year percentage declines were recorded in Kokomo, Ind. (-5.8 percent), Danville, Va. (-2.8 percent), and Pine Bluff, Ark. (-2.7 percent). Over the year, nonfarm employment increased in 33 of the 38 metropolitan areas with 2000 annual average employment levels above 750,000. Of these areas, Las Vegas, Nev.-Ariz., had the highest over-the-year growth rate (5.0 percent), followed by Tampa-St. Petersburg-Clearwater, Fla. (4.0 percent), Orlando, Fla. (3.3 percent), and Dallas, Texas, Riverside-San Bernardino, Calif., and Washington, D.C.-Md.-Va.-W.Va. (3.1 percent each). The largest over-the-year percentage declines in employment in these large metropolitan areas were reported in Detroit, Mich. (-0.9 percent), San Jose, Calif. (-0.4 percent), Milwaukee-Waukesha, Wis. (-0.3 percent), and Portland-Vancouver, Ore.-Wash. (-0.2 percent). Over the year, employment growth was most widespread in services, with increases in 222 metropolitan areas. Manufacturing remained the weakest industry division, with 210 metropolitan areas experiencing employment losses over the year. ------------------------------ The Regional and State Employment and Unemployment release for July is scheduled to be issued on Aug. 17. The Metropolitan Area Employment and Unemployment release for July is scheduled to be issued on Aug. 29. - 3 - ------------------------------------------------------------------------- | Expansion of the Current Population Survey | | (Household Survey) Sample | | | | Beginning in September 2000, the Census Bureau expanded the monthly | | sample for the Current Population Survey (CPS) to meet the requirement | | of the State Children's Health Insurance Program (SCHIP) legislation. | | This legislation requires that the Census Bureau improve state esti- | | mates of the number of children who live in low-income families and | | lack health insurance. These estimates are obtained from the Annual | | Demographic Supplement to the CPS. The expansion of the monthly CPS | | sample was one part of the Census Bureau's plan for strengthening the | | SCHIP estimates. The monthly CPS sample was increased in 31 states and | | the District of Columbia, and the total number of households eligible | | for the survey rose from about 50,000 nationally to about 60,000. The | | additional households were introduced into the survey over a 3-month | | period beginning in September 2000. | | | | In the September 2000 Employment Situation news release (USDL 00-284),| | the Bureau of Labor Statistics (BLS) stated that it would not use the | | additional sample to produce the official labor force estimates prior | | to the release of July 2001 data in August. This delay would allow for | | sufficient time to evaluate the differences, if any, between estimates | | obtained from the current and the expanded household sample. BLS | | evaluated the monthly data for the nation and states from the two | | samples and found no significant differences in either the national CPS | | estimates or the state model-based estimates. Thus, for both national | | and sub-national estimation, BLS is proceeding with implementation of | | the expanded sample with July estimates. | | | | As part of the implementation of the expanded sample with July | | estimates, June revised state LAUS estimates also will reflect the | | expanded sample data. This will allow for the analysis of over-the- | | month changes on a consistent basis. Sub-state estimates, which are | | controlled to state totals, will be affected, also effective with the | | August issuance of July preliminary and June revised data. The state | | and area LAUS estimates for January through May will not be revised at | | that time. Rather, the January-May expanded sample will be incorpo- | | rated into the LAUS estimates as part of the annual LAUS end-of-year | | benchmarking of 2001 data. | | | | The August 2001 issue of Employment and Earnings will contain an | | article discussing this sample expansion in more detail. | ------------------------------------------------------------------------- Technical Note This release presents labor force and unemployment data from the Local Area Unemployment Statistics (LAUS) program (table 1) for 337 metropolitan areas, including those in Puerto Rico. Nonfarm payroll employment estimates from the Current Employment Statistics (CES) program (table 2) are provided for over 270 of these areas. State estimates were previously published in the news release, Regional and State Employment and Unemployment, and are republished in this release for ease of reference. The LAUS and CES programs are both Federal-State cooperative endeavors. Labor force and unemployment-from the LAUS program Definitions. The labor force and unemployment data are based on the same concepts and definitions as those used for the official national estimates obtained from the Current Population Survey (CPS), a sample survey of households that is conducted for the Bureau of Labor Statistics (BLS) by the U.S. Census Bureau. The labor force includes both the employed and the unemployed. Employed persons are those who did any work at all for pay or profit in the survey reference week (the week including the 12th of the month) or worked 15 hours or more without pay in a family business or farm, plus those not working who have a job from which they were temporarily absent, whether or not paid, for such reasons as labor-management dispute, illness, or vacation. Unemployed persons are those who did not work at all (in the reference week), have actively looked for a job (sometime in the 4-week period ending with the survey reference week), and are currently available for work; persons on layoff expecting recall need not be looking for work to be counted as unemployed. Method of estimation. Effective January 1996, estimates for all states, the District of Columbia, the Los Angeles-Long Beach metropolitan area, and New York City are produced using estimating equations based on regression techniques. For all other sub-state areas, estimates are prepared through indirect estimation procedures. Employment estimates, which are based largely on ''place of work'' estimates from the CES program, are adjusted to refer to place of residence as used in the CPS. Unemployment estimates are aggregates of persons previously employed in industries covered by state unemployment (UI) laws and entrants to the labor force data from the CPS. The sub-state estimates of employment and unemployment which geographically exhaust the entire state, are adjusted proportionally to ensure that they add to the independently estimated state totals. A detailed description of the estimation procedures is available from BLS upon request. Annual revisions. Labor force and unemployment data shown for the prior year reflect adjustments made at the end of each year, usually with January estimates. The adjusted estimates reflect updated population data from the U.S. Census Bureau and any revisions in the other data sources. In addition, data for all states, the District of Columbia, and the two large sub-state areas noted are adjusted annually to equal the CPS annual averages, usually effective with January estimates. All other sub- state estimates are adjusted to add to the revised (benchmarked) state estimates. Employment-from the CES program Definitions. Employment data refer to persons on establishment payrolls who receive pay for any part of the pay period which includes the 12th of the month, except for federal government employment, which represents the number of persons who occupied positions on the last day of the month. Persons are counted at their place of work rather than at their place of residence; those appearing on more than one payroll are counted on each payroll. Industries are classified on the basis of their principal product or activity in accordance with the 1987 Standard Industrial Classification Manual. Method of estimation. The employment data are estimated using a "link relative" technique in which a ratio (link relative) of current-month employment to that of the previous month is computed from a sample of establishments reporting for both months. The estimates of employment for the current month are obtained by multiplying the estimates for the previous month by these ratios. Annual revisions. Employment estimates are adjusted annually to a complete count of jobs, called benchmarks, derived principally from tax reports which are submitted by employers who are covered under state unemployment insurance (UI) laws. The benchmark information is used to adjust the monthly estimates between the new benchmark and the preceding one and also to establish the level of employment for the new benchmark month. Thus, the benchmarking process establishes the level of employment, and the sample is used to measure the month-to-month changes in the level for the subsequent months. Reliability of the estimates The estimates presented in this release are based on sample survey and administrative data and thus are subject to sampling and other types of errors. Sampling error is a measure of sampling variability--that is, variation that occurs by chance because a sample rather than the entire population is surveyed. Survey data are also subject to nonsampling errors, such as those which can be introduced into the data collection and processing operations. Estimates not directly derived from sample surveys are subject to additional errors resulting from the special estimation processes used. The sums of individual items may not always equal the totals shown in the same tables because of rounding. With respect to the LAUS program, unemployment rates are computed, in most instances, from unrounded data rather than from data that may be displayed in the tables; differences, however, are generally insignificant. Labor force and unemployment estimates. Measures of sampling error, in the form of the standard errors for state annual average estimates derived from the CPS, are available in the annual BLS bulletin, Geographic Profile of Employment and Unemployment. Error measures cannot be computed for sub-state areas because of the special estimation processes used. Measures of nonsampling error for CPS data are not available, but additional information on the subject is provided in the BLS monthly periodical, Employment and Earnings. Employment estimates. Measures of sampling error are not available for state CES data, but the relatively large size of the samples maintained by the state agencies and the annual adjustment of employment estimates to more recent benchmark levels assure a high degree of accuracy. Information on recent benchmark revisions for states is available upon request. Area definitions. The sub-state area data published in this release reflect the standards and definitions established by the U.S. Office of Management and Budget, dated June 30, 1996. A detailed list of the geographic definitions is published annually in the May issue of Employment and Earnings.
