EST Media contact: 691-5902 Wednesday, November 2, 2005 METROPOLITAN AREA EMPLOYMENT AND UNEMPLOYMENT: SEPTEMBER 2005 Unemployment rates were lower in September than a year earlier in 207 of the 367 metropolitan areas, higher in 128 areas, and unchanged in 32 areas, the Bureau of Labor Statistics of the U.S. Department of Labor reported today. Thirteen metropolitan areas registered jobless rates be- low 3.0 percent, while 7 areas recorded rates of 10.0 percent or more. Five of these seven were metropolitan areas in Louisiana and Mississippi affected by Hurricane Katrina. The national unemployment rate was 4.8 per- cent, not seasonally adjusted, down from 5.1 percent a year earlier. ------------------------------------------------------------------- | | | Hurricanes Katrina and Rita | | | | The metropolitan area data for September are the first from | | the Local Area Unemployment Statistics (LAUS) program to reflect | | the impact of Hurricane Katrina, which struck the Gulf Coast on | | August 29 with catastrophic effects in parts of Alabama, Louisi- | | ana, and Mississippi. September metropolitan area data from | | the Current Employment Statistics (CES) survey reflecting Ka- | | trina's impact were released previously on October 21, with the | | publication of the September Regional and State Employment and | | Unemployment news release (USDL 05-1978), available on the Inter- | | | net at http://www.bls.gov/bls/newsrels.htm. | | | | For the September LAUS estimates, BLS and its state part- | | ners made a number of modifications to the standard estimating | | procedures to better reflect the employment and unemployment | | situation. These included: (1) allowing the state labor force | | estimates for Louisiana and Mississippi to reflect the effects | | of Katrina by overriding the built-in feature of the method- | | ology that smoothes over large shifts in key inputs--unemploy- | | ment insurance claims and nonfarm wage and salary employment; (2) | | developing labor force estimates for the New Orleans-Metairie- | | Kenner, La., metropolitan area using an alternative to the model- | | based method; and (3) not publishing labor force estimates for | | the parishes within the New Orleans-Metairie-Kenner, La., metro- | | politan area or cities within those parishes where the quality | | of input data was severely compromised by the hurricane. | | | | For the September CES estimates, several modifications to | | the usual estimation procedures were adopted to better reflect | | employment in Katrina-affected areas. The changes included: | | (1) modification of procedures to impute employment counts for | | survey nonrespondents in the most heavily impacted areas; (2) | | adjustments to sample weights for sample units in the more | | broadly defined disaster area to compensate for lower-than- | | average survey response rates; and (3) modification of the | | adjustment procedure for the business net birth/death estimator | | to reflect likely changes in business birth/death patterns in | | the disaster areas. (See table A on page 5 for employment esti- | | mates for metropolitan areas affected by Hurricane Katrina.) | | | | - 2 - | | | | Hurricane Rita made landfall during the September data | | collection period. As a result, response rates for the CES | | survey were lower than normal in some areas. However, because | | the reference period occurred before Hurricane Rita struck, the | | impact of this storm on measures of employment was negligible. | | | | For more information on LAUS and CES procedures and estimates | | for September 2005, see Hurricane Information: Katrina and Rita | | on the BLS Web site at http://www.bls.gov/katrina/home.htm or | | call (202) 691-6392 for information about the LAUS program, and | | (202) 691-6559 for information about the CES survey. | ------------------------------------------------------------------- Metropolitan Area Unemployment (Not Seasonally Adjusted) In September, 93 metropolitan areas registered unemployment rates below 4.0 percent, up from 74 areas a year earlier, while 31 areas reported un- employment rates of at least 7.0 percent, up slightly from 27 areas in September 2004. Bismarck, N.D., Fargo, N.D.-Minn., and Idaho Falls, Idaho, recorded the lowest unemployment rates in September 2005, 2.4 percent each. The highest unemployment rates were posted by two Mississippi areas hit by Hurricane Katrina--Gulfport-Biloxi, 23.5 percent, and Pascagoula, 21.8 percent. Overall, 190 areas registered unemployment rates below the U.S. rate of 4.8 percent, 161 areas had higher rates, and 16 areas had the same rate. (See table 1.) The largest over-the-year jobless rate decreases for September were reported in three Florida areas affected by hurricanes in 2004--Vero Beach (-4.8 percentage points), Punta Gorda (-3.1 points), and Port St. Lucie-Fort Pierce (-3.0 points). Forty-six additional areas recorded over-the-year rate decreases of at least 1.0 percentage point. The largest unemployment rate increases from last September were posted in metropolitan areas in Louisiana and Mississippi. All eight areas in Louisiana and three of the four areas in Mississippi had rate increases ranging from 2.1 to 18.3 per- centage points. The largest of these were in Gulfport-Biloxi, Miss. (+18.3 percentage points), Pascagoula, Miss. (+15.4 points), and New Orleans-Me- tairie-Kenner, La. (+10.6 points). Seven additional metropolitan areas in other states registered over-the-year unemployment rate increases of at least 1.0 percentage point. Of the 49 metropolitan areas with a Census 2000 population of 1 million or more, Washington-Arlington-Alexandria, D.C.-Va.-Md.-W.Va., reported the lowest unemployment rate in September, 3.2 percent, followed by Orlando, Fla., 3.4 percent. The highest jobless rates among the large areas were recorded in New Orleans-Metairie-Kenner, La., 14.8 percent, Detroit-Warren- Livonia, Mich., 6.3 percent, and Houston-Baytown-Sugar Land, Texas, 6.2 per- cent. Twenty-nine large metropolitan areas registered lower unemployment rates than a year earlier, 14 recorded higher rates, and 6 had no change. The largest over-the-year jobless rate decrease was posted in Los Angeles- Long Beach-Santa Ana, Calif. (-1.5 percentage points), followed by Birmingham- Hoover, Ala., and Miami-Fort Lauderdale-Miami Beach, Fla. (-1.2 points each). Three additional large areas had rate declines of at least 1.0 percentage point from last September. The largest over-the-year unemployment rate in- crease was reported by New Orleans-Metairie-Kenner, La. (+10.6 percentage points). No other large area had a rate increase greater than 0.9 percentage point. - 3 - Metropolitan Division Unemployment (Not Seasonally Adjusted) Eleven of the most populous metropolitan areas are composed of 34 metropolitan divisions, which are essentially separately identifiable employment centers. The two divisions in the Washington-Arlington- Alexandria, D.C.-Va.-Md.-W.Va., metropolitan area reported the lowest unemployment rates in September--Bethesda-Frederick-Gaithersburg, Md., and Washington-Arlington-Alexandria, D.C.-Va.-Md.-W.Va., 2.8 and 3.3 percent, respectively. The next lowest rates were in Fort Lauderdale-Pompano Beach- Deerfield Beach, Fla., 3.5 percent, and Santa Ana-Anaheim-Irvine, Calif., 3.6 percent. Two additional divisions registered rates below 4.0 percent. The highest unemployment rates among the divisions continued to be reported in Detroit-Livonia-Dearborn, Mich., 7.8 percent, and Lawrence-Methuen- Salem, Mass.-N.H., 7.6 percent. (See table 2.) In September, jobless rates were lower over the year in 29 of the 34 metropolitan divisions, unchanged in 3 divisions, and slightly higher in 2 divisions. Unemployment rates were down by 1.0 percentage point or more in five of the metropolitan divisions. The largest rate decreases occurred in Los Angeles-Long Beach-Glendale, Calif. (-1.8 percentage points), and West Palm Beach-Boca Raton-Boynton Beach, Fla. (-1.4 points). None of the di- visions reported a rate increase from a year earlier greater than 0.2 per- centage point. In 4 of the 11 metropolitan areas that contain divisions, the range between the highest and lowest division unemployment rates was 1.0 per- centage point or more. The metropolitan areas that had the widest rate ranges among their divisions were Boston-Cambridge-Quincy, Mass.-N.H. (Lawrence-Methuen-Salem, Mass.-N.H., 7.6 percent, compared with Framingham, Mass., 3.8 percent), and Detroit-Warren-Livonia, Mich. (Detroit-Livonia- Dearborn, 7.8 percent, compared with Warren-Farmington Hills-Troy, 5.3 per- cent). Metropolitan Area Nonfarm Employment (Not Seasonally Adjusted) In September 2005, 304 metropolitan areas recorded over-the-year in- creases in nonfarm payroll employment, 56 reported decreases, and 7 had no change. The largest over-the-year employment gains were posted in Washington-Arlington-Alexandria, D.C.-Va.-Md.-W.Va. (+79,400), New York- Northern New Jersey-Long Island, N.Y.-N.J.-Pa. (+72,200), Phoenix-Mesa- Scottsdale, Ariz. (+72,000), Miami-Fort Lauderdale-Miami Beach, Fla. (+71,500), Los Angeles-Long Beach-Santa Ana, Calif. (+64,500), and Las Vegas-Paradise, Nev. (+60,800). The largest percentage increases in employment were reported in St. George, Utah (+8.2 percent), Yuma, Ariz. (+7.9 percent), Coeur d'Alene, Idaho (+7.8 percent), El Centro, Calif., and Las Vegas-Paradise, Nev. (+7.4 percent each), and Bellingham, Wash. (+6.2 percent). The impact of Hurricane Katrina, which struck the Gulf Coast in late August, caused large employment decreases in New Orleans-Metairie- Kenner, La. (-232,000), and Gulfport-Biloxi, Miss. (-30,500). (See table A on page 5 for employment data in all Hurricane Katrina-affected areas.) The largest over-the-year percentage declines in employment were posted in New Orleans-Metairie-Kenner, La. (-38.0 percent), Gulfport-Biloxi, Miss. (-26.7 percent), Pascagoula, Miss. (-11.1 percent), Hattiesburg, Miss. (-4.9 per- cent), Danville, Va. (-3.4 percent), and Bangor, Maine (-2.5 percent). Over the year, nonfarm employment rose in 33 of the 35 metropolitan areas with annual average employment levels above 750,000 in 2004. The largest over-the-year percentage increases in employment in these large metropolitan areas occurred in Las Vegas-Paradise, Nev. (+7.4 percent), Orlando, Fla. (+4.8 percent), Phoenix-Mesa-Scottsdale, Ariz. (+4.3 per- cent), Miami-Fort Lauderdale-Miami Beach, Fla. (+3.1 percent), Washington- Arlington-Alexandria, D.C.-Va.-Md.-W.Va. (+2.8 percent), Tampa-St. Peters- burg-Clearwater, Fla. (+2.6 percent), Charlotte-Gastonia-Concord, N.C.-S.C. (+2.5 percent), Portland-Vancouver-Beaverton, Ore.-Wash. (+2.3 percent), and Seattle-Tacoma-Bellevue, Wash. (+2.2 percent). Of the largest 35 metro- politan areas, only Detroit-Warren-Livonia, Mich. (-1.0 percent), and Cleve- land-Elyria-Mentor, Ohio (-0.2 percent), reported over-the-year percentage decreases in employment. - 4 - Metropolitan Division Nonfarm Employment (Not Seasonally Adjusted) Nonfarm payroll employment data were available in September 2005 for 32 metropolitan divisions, which are essentially separately identifiable employment centers within a metropolitan area. Twenty-nine of the 32 metro- politan divisions reported over-the-year employment increases, while 3 re- ported decreases. The largest increase over the year in the metropolitan divisions occurred in Washington-Arlington-Alexandria, D.C.-Va.-Md.-W.Va. (+66,400), followed by New York-Wayne-White Plains, N.Y.-N.J. (+57,400), Chicago-Naperville-Joliet, Ill. (+44,800), and Los Angeles-Long Beach- Glendale, Calif. (+34,800). Over-the-year employment losses were recorded in Detroit-Livonia-Dearborn, Mich., and Warren-Farmington Hills-Troy, Mich. (-10,300 each), and Newark-Union, N.J.-Pa. (-7,300). The largest over-the-year percentage increases in employment among the metropolitan divisions were reported in Fort Lauderdale-Pompano Beach- Deerfield Beach, Fla. (+4.0 percent), West Palm Beach-Boca Raton-Boynton Beach, Fla. (+3.9 percent), Washington-Arlington-Alexandria, D.C.-Va.-Md.- W.Va. (+2.9 percent), and Camden, N.J. (+2.8 percent). Over-the-year percentage decreases in employment among the divisions were reported for Detroit-Livonia-Dearborn, Mich. (-1.2 percent), Warren-Farmington Hills- Troy, Mich. (-0.8 percent), and Newark-Union, N.J.-Pa. Estimates for over 30 metropolitan and NECTA divisions also are presented. Non- farm payroll employment estimates from the Current Employment Statis- tics (CES) program (tables 3 and 4) are provided for the same areas. State estimates were previously published in the news release, Regional and State Employment and Unemployment, and are republished in this release for ease of reference. The LAUS and CES programs are both federal-state cooperative endeavors. Labor force and unemployment--from the LAUS program Definitions. The labor force and unemployment data are based on the same concepts and definitions as those used for the official national estimates obtained from the Current Population Survey (CPS), a sample survey of households that is conducted for the Bureau of Labor Statistics (BLS) by the U.S. Census Bureau. The labor force includes both the employed and the unemployed. Employed persons are those who did any work at all for pay or profit in the survey reference week (the week including the 12th of the month) or worked 15 hours or more without pay in a family business or farm, plus those not working who have a job from which they were temporarily absent, whether or not paid, for such reasons as labor-management dispute, illness, or vacation. Unemployed persons are those who did not work at all (in the reference week), have actively looked for a job (sometime in the 4-week period ending with the survey reference week), and are currently available for work; persons on layoff expecting recall need not be looking for work to be counted as unemployed. Method of estimation. Effective January 2005, estimates for all census divisions, states, the District of Columbia, the Los Angeles-Long beach-Glendale metropolitan division, and New York City were produced using updated time-series models with real- time benchmarking. Model-based estimation was extended to the following areas and the respective balances-of-state: Chicago- Naperville-Joliet, IL Metropolitan Division; Cleveland-Elyria- Mentor, OH Metropolitan Statistical Area; Detroit-Warren-Livonia, MI Metropolitan Statistical Area; Miami-Miami Beach-Kendall, FL Metropolitan Division; New Orleans-Metairie-Kenner, LA Metropoli- tan Statistical Area; and Seattle-Bellevue-Everett, WA Metropoli- tan Division. This will improve the statistical basis of the esti- mation for these areas and provide important tools for analysis, such as measures of error and seasonally adjusted series. For all other substate areas, estimates are prepared through indirect estimation procedures. Employment estimates, which are based largely on "place of work" estimates from the CES program, are adjusted to refer to place of residence as used in the CPS. Unemployment estimates are aggregates of persons previously employed in industries covered by state unemployment (UI) laws and entrants to the labor force data from the CPS. The substate estimates of employment and unemployment, which geographically exhaust the entire state, are adjusted proportionally to ensure that they add to the independently estimated state or balance-of- state totals. A detailed description of the estimation procedures is available from BLS upon request. Annual revisions. Labor force and unemployment data shown for the prior year reflect adjustments made at the end of each year, usually implemented with January estimates. The adjusted estimates reflect updated population data from the U.S. Census Bureau, any revisions in the other data sources, and model reesti- mation at the state and selected area level. All substate area estimates are adjusted to add to the revised model-based estimates. - 7 - Employment--from the CES program Definitions. Employment data refer to persons on establish- ment payrolls who receive pay for any part of the pay period which includes the 12th of the month. Persons are counted at their place of work rather than at their place of residence; those appearing on more than one payroll are counted on each payroll. Industries are classified on the basis of their principal activity in accordance with the 2002 version of the North American Industry Classification System. Method of estimation. The employment data are estimated using a "link relative" technique in which a ratio (link relative) of current-month employment to that of the previous month is computed from a sample of establishments reporting for both months. The estimates of employment for the current month are obtained by multiplying the estimates for the previous month by these ratios. Small-domain models are used as the official estimators for the approximately 10 percent of CES published series which have sample-based estimates. Annual revisions. Employment estimates are adjusted annual- ly to a complete count of jobs, called benchmarks, derived princi- pally from tax reports which are submitted by employers who are covered under state unemployment insurance (UI) laws. The benchmark information is used to adjust the monthly estimates between the new benchmark and the preceding one and also to establish the level of employment for the new benchmark month. Thus, the benchmarking process establishes the level of employ- ment, and the sample is used to measure the month-to-month changes in the level for the subsequent months. Reliability of the estimates The estimates presented in this release are based on sample survey and administrative data and thus are subject to sampling and other types of errors. Sampling error is a measure of sam- pling variability--that is, variation that occurs by chance be- cause a sample rather than the entire population is surveyed. Survey data are also subject to nonsampling errors, such as those which can be introduced into the data collection and processing operations. Estimates not directly derived from sample surveys are subject to additional errors resulting from the special estimation processes used. The sums of individual items may not always equal the totals shown in the same tables because of rounding. With respect to the LAUS program, unemployment rates are computed from unrounded data rather than from data that may be displayed in the tables; differences, however, are generally insignificant.
