Benchmarking Job Openings and Labor Turnover Estimates: 2023

Summary

The Bureau of Labor Statistics (BLS) published its annual revisions to the Job Openings and Labor Turnover Survey (JOLTS) estimates with the release of JOLTS data for January 2024 on March 6, 2024. This release includes revisions to national and regional estimates of job openings, hires, and separations for a 5-year period. The revised estimates incorporate Current Employment Statistics (CES) benchmarked employment estimates and revised seasonal adjustment factors.

Compared with the seasonally adjusted estimates for January 2023 that were previously published, revisions ranged from 8.0 percent for layoffs and discharges to -13.1 percent for other separations. The job openings revision for January 2023 was -1.3 percent (Table 1a). The average monthly revision for all data elements fell within the minimum and maximum revisions for 2018-2022 (Table 1b).

Overview of the revisions

      • For job openings, the January 2023 benchmarked seasonally adjusted level is 10,425,000. This is a revision of -138,000, or -1.3 percent. The not seasonally adjusted benchmarked level for job openings is 10,502,000. This is a revision of -84,000, or -0.8 percent.
      • For hires, the January 2023 benchmarked seasonally adjusted level is 6,374,000. This is a revision of 47,000, or 0.7 percent. The not seasonally adjusted benchmarked level for hires is 6,156,000. This is a revision of 4,000, or 0.1 percent.
      • For total separations, the January 2023 benchmarked seasonally adjusted level is 6,017,000. This is a revision of 117,000, or 1.9 percent. The not seasonally adjusted benchmarked level for separations is 6,404,000. This is a revision of -11,000, or -0.2 percent.
      • For quits, the January 2023 benchmarked seasonally adjusted level is 3,882,000. This is a revision of 4,000, or 0.1 percent. The not seasonally adjusted benchmarked level for quits is 3,743,000. This is a revision of -15,000, or -0.4 percent.
      • For layoffs and discharges, the January 2023 benchmarked seasonally adjusted level is 1,868,000. This is a revision of 149,000, or 8.0 percent. The not seasonally adjusted benchmarked level for layoffs and discharges is 2,329,000. This is a revision of 30,000, or 1.3 percent.
      • For other separations, the January 2023 benchmarked seasonally adjusted level is 268,000. This is a revision of -35,000, or -13.1 percent. The not seasonally adjusted benchmarked level for other separations is 331,000. This is a revision of -27,000, or -8.2 percent.

Benchmarking & associated annual processing overview

Benchmarking process

The JOLTS estimates are revised each year to reflect annual updates to the CES employment estimates.Once the CES benchmarked employment estimates are available, the JOLTS employment levels (not published) are ratio-adjusted to the CES employment levels. The resulting ratios are applied to all JOLTS data elements. This annual benchmark process results in revisions to both the not seasonally adjusted and seasonally adjusted estimates for the period since the last benchmark was established.

Associated annual processing adjustments

Seasonal adjustment

Each year, seasonally adjusted estimates are recalculated for the most recent 5 years for each of the JOLTS data elements to reflect annual updates to the seasonal adjustment factors. First, JOLTS seasonally adjusted data are aligned to seasonally adjusted estimates from the CES, which are considered highly accurate measures of employment. After the JOLTS estimates are benchmarked to CES employment levels, seasonal factors are removed to obtain the not seasonally adjusted series. The seasonal adjustment process is repeated using the aligned not seasonally adjusted estimates. Thus, series that are not seasonally adjusted are also recalculated for the most recent 5 years. Table 1c presents revised data on a seasonally adjusted basis for January 2023 through December 2023. The revised data incorporates the effect of applying the new seasonally adjusted benchmark levels and the new seasonal adjustment factors.
