NOTE: Research SPM thresholds are produced in the Division of Price and Index Number Research (DPINR), U.S. Bureau of Labor Statistics (BLS). 2019 Published SPM Thresholds are computed using out-of-pocket expenditures for food, clothing, shelter, and utilities (FCSU), and a multiplier for other basic goods and services such as household supplies, personal care, and non-work-related transportation expenditures. Owner shelter expenditures include those for mortgage principal payments. Thresholds for the 2019 revised thresholds are based on FCSU, plus internet and include in-kind benefits for LIHEAP, NSLP, WIC, and rental assistance; these are referred to as FCSUti. In-kind benefits for LIHEAP, NSLP, and WIC are based on a multiple imputation procedure that uses data from the CPS ASEC and assigns receipt for NSLP and WIC to the CE, and LIHEAP benefits to the CE. Benefit values for the NSLP and WIC are from administrative data. Rental assistance is imputed using data collected in the CE Interview; benefits are assigned to consumer units living in public housing, rental units subsided with financial assistance, rent-controlled rental units, and units receiving rent as pay.
