Ursula Y. Oliver became the Associate Commissioner for the Office of Field Operations (OFO) in 2024. Ms. Oliver leads strategic direction for the Bureau's field operations, which include data collection, management of Federal-State Cooperative programs, and regional Economic Analysis and Information services.
Ms. Oliver joined the Bureau in the early 1990s as an economist in OFO's Consumer Price Index (CPI) Training Branch, where she played a key role in developing and delivering survey training when the CPI transitioned from paper-and-pencil data collection to Computer Assisted Data Collection (CADC). In 2005, Ms. Oliver began her management experience leading the CPI Training Branch before moving to the role of CPI Operations Branch Chief. From 2011 to 2024, Ms. Oliver served as the Director of CPI Field Operations where she was responsible for the nationwide planning and management of field survey collection and operations for the CPI. Ms. Oliver provided invaluable leadership in developing the current OFO Strategic Plan and ensuring OFO meets its ongoing data integrity training requirement for all staff involved in data collection and data processing including federal, contract, and state staff in partnership with BLS.
Ms. Oliver holds a Bachelor of Science degree in Economics from Howard University.
