(8) On February 16th, West Virginia school personnel from five counties (Mason, Cabell, Wayne, Lincoln, and Clay) were involved in a one-day work stoppage and those figures were included in monthly and cumulative days idle calculations for the statewide work stoppage beginning on February 22nd.
