Consumer Price Index, Honolulu Area — November 2025

Area prices were up 0.3 percent over the past two months, up 2.4 percent from a year ago

The Consumer Price Index for All Urban Consumers (CPI-U) for Urban Hawaii increased 0.3 percent for the two months ending in November 2025, the U.S. Bureau of Labor Statistics (BLS) reported today. Regional Commissioner Chris Rosenlund noted that the index for all items less food and energy rose 0.2 percent during the two-month period. The food index rose 1.2 percent, while the energy index was unchanged. (Data in this report are not seasonally adjusted. Accordingly, bi-monthly changes may reflect seasonal influences.)

BLS did not collect survey data for October 2025 due to a lapse in appropriations. BLS is unable to retroactively collect these data. For a few indexes, BLS uses nonsurvey data sources instead of survey data to make the index calculations. BLS was able to retroactively acquire most of the nonsurvey data for October.

The Honolulu area all items CPI-U advanced 2.4 percent for the 12 months ending in November. The index for all items less food and energy increased 2.3 percent over the year. The food index increased 4.4 percent. The energy index decreased 1.0 percent.

Food

The food index advanced 1.2 percent for the two months ending in November. The index for food at home (grocery store purchases) increased 1.9 percent. The food away from home index (restaurant, cafeteria, and vending purchases) advanced 0.2 percent for the same period.

The food index increased 4.4 percent over the year. The food at home index advanced 6.3 percent. The food away from home index rose 1.4 percent.

Energy

The energy index was unchanged for the two months ending in November. Gasoline prices fell 0.4 percent.

The energy index decreased 1.0 percent over the year. Gasoline prices decreased 2.0 percent.

All items less food and energy

The index for all items less food and energy advanced 0.2 percent during the two-month period. Among the index’s components, prices were higher for medical care (+4.0 percent) and household furnishings and operations (+2.9 percent). In contrast, prices were lower for new and used motor vehicles (-2.0 percent) and shelter (-0.7 percent).

The index for all items less food and energy increased 2.3 percent over the year, reflecting higher prices for medical care (+4.7 percent) and shelter (+1.5 percent).

Federal Government Shutdown

BLS did not collect survey data for October 2025 due to a lapse in appropriations. BLS was unable to retroactively collect these data. Changes to health insurance index

With the release of November 2025 data on December 18, 2025, the Bureau of Labor Statistics (BLS) removed long-term care (LTC) insurance from the health insurance index. There have been changes in the market for LTC insurance that now make it out of scope and ineligible for pricing in the CPI market basket.

The January 2026 Consumer Price Index for the Honolulu area is scheduled to be released on February 11, 2026.


Technical Note

The Consumer Price Index (CPI) is a measure of the average change in prices over time in a fixed market basket of goods and services. The Consumer Price Index for Urban Hawaii is published bi-monthly. The set of components and sub-aggregates published for regional and metropolitan indexes is more limited than at the U.S. city average level; these indexes are byproducts of the national CPI program. Each local index has a much smaller sample size than the national or regional indexes and is, therefore, subject to substantially more sampling and other measurement error. As a result, local-area indexes are more volatile than the national or regional indexes. In addition, local indexes are not adjusted for seasonal influences. NOTE: Area indexes do not measure differences in the level of prices between cities; they only measure the average change in prices for each area since the base period.
