The Standard Occupational Classification Policy Committee (SOCPC) and the Office of Management and Budget (OMB) received and reviewed over 300 public comments on information presented in the May 22, 2014, Federal Register notice (79 FR 29620). Each individual comment was assigned a unique docket number (1-xxxx) when conveyed to the SOC Coordinating Team at the Bureau of Labor Statistics (BLS). In some cases, the SOCPC considered each part of a specific docket separately, adding a decimal point and two digits to indicate each part, (1.0071.01, 1.0071.02, etc.). For each docket, the links below provide the related 2010 SOC code(s), the subject covered, and the SOCPC's response and rationale. Dockets providing the same or essentially similar comments or suggestions were reviewed simultaneously by the SOCPC. Combined responses addressing multiple dockets are indicated by "Multiple dockets..." and are identified by a "Group Leader" that represents all of the comments in the group. For subjects covered in multiple dockets, the corresponding docket number for the group leader is indicated in this table:

Multiple dockets also requested changes to the Employment and Training Administration's Occupational Information Network (O*NET) that are outside the scope of the SOC revision. According to SOC Classification Principle 2, occupations are primarily classified according to the work performed, and only in some special cases based on skills, education or training. These occupations are performed by individuals with a variety of backgrounds, so a training requirement is not appropriate.

O*NET Job Zones are not established by the SOCPC. Rather, approximately 100 occupations are classified or re-classified within the five level Job Zone system in each new annual O*NET database released by the National Center for O*NET Development under a cooperative agreement with the U.S. Department of Labor, Employment and Training Administration. This assignment is based on data collected via survey from job incumbents and occupational experts (OEs) regarding the levels of education, experience, and training needed for work in their occupations.   • Docket Number 1-0001 -- Medical Dosimetrists (29-1124)

    Docket 1-0001 requested a new detailed occupation for Medical Dosimetrists, which are classified in 29-1124 Radiation Therapists in the 2010 SOC. The SOCPC accepted this recommendation because the work performed by Medical Dosimetrists is sufficiently distinct to reliably collect data, as required by Classification Principle 9. The SOCPC recommends establishing a new code for this occupation, 29-2036.

  • Docket Number 1-0002 -- Surgical Assistants (29-2055)

    Multiple dockets requested a new detailed occupation for Surgical Assistants, which are classified in 29-2055 Surgical Technologists in the 2010 SOC. The SOCPC accepted this recommendation because the work performed by Surgical Assistants is sufficiently distinct to reliably collect data, as required by Classification Principle 9. The SOCPC recommends establishing a new code for this occupation, 29-9093.

  • Docket Number 1-0031 -- Community Health Workers (21-1094)

    Multiple dockets requested changes to the definition for 21-1094 Community Health Workers. The SOCPC partially accepted these recommendations and modified the definition for this occupation.

    Docket 1-0066 requested a new detailed occupation for Horticultural Therapists. The SOCPC did not accept this recommendation based on Classification Principle 9 on collectability.

  • Docket Number 1-0071.01 -- Supervisors of Health Technologists and Technicians (29-2000)

    Docket 1-0071.01 requested a new detailed occupation for Supervisors of Health Technologists and Technicians. The SOCPC did not accept this recommendation based on Classification Principle 2 which states that occupations are classified based on work performed and on Classification Principle 4 which states that supervisors usually have work experience and perform activities similar to those of the workers they supervise, and therefore are classified with the workers they supervise.

  • Docket Number 1-0071.03 -- GIS Analysts (Multiple)

    Docket 1-0071.03 requested a new detailed occupation for GIS Analyst. The SOCPC did not accept this recommendation based on Classification Principle 2 which states that occupations are classified based on work performed. GIS Analysts could be classified in multiple existing occupations depending on the work performed.

    Docket 1-0071.07 requested a new detailed occupation for Office Coordinators. The SOCPC did not accept this recommendation based on Classification Principle 9 on collectability. Workers in these jobs could be coded in more than one occupation because they have a variety of duties and skill levels and the work performed varies by establishment. Workers should be coded in the occupation that requires the highest level of skill, as stated in Coding Guideline 2.

  • Docket Number 1-0071.08 -- Maintenance and Repair Workers, General (49-9071)

    Docket 1-0071.08 requested a change to the title of 49-9071 Maintenance and Repair Workers, General to include the word "Building." The SOCPC agreed that the definition should be modified to change "establishment" to "building" and made other modifications to the definition.

  • Docket Number 1-0071.09 -- Industrial Truck and Tractor Operators (53-7051)

    Docket 1-0071.09 requested a new detailed occupation for Forklift Operators, which are classified in 53-7051 Industrial Truck and Tractor Operators in the 2010 SOC. The SOCPC did not accept this recommendation because Forklift Operator is already an illustrative example for the occupation and therefore does not need to be added to the title.

  • Docket Number 1-0071.10 -- Social Media Specialists (27-3031)

    Docket 1-0071.10 requested a new detailed occupation for Social Media Specialists. The SOCPC did not accept this recommendation based on Classification Principle 2 which states that occupations are classified based on work performed. However, the SOCPC also recommends adding "May specialize in using social media" to the definition for 27-3031 Public Relations Specialists.

    Docket 1-0071.12 requested a new detailed occupation for Auto Service Writers. The SOCPC did not accept this recommendation based on Classification Principle 2 which states that occupations are classified based on work performed. These workers can be coded into existing occupations. If a worker could be coded in more than one occupation, they should be coded in the occupation that requires the highest level of skill, as stated in Coding Guideline 2.

  • Docket Number 1-0071.13 -- Heavy and Tractor Trailer Truck Drivers (53-3032)

    Docket 1-0071.13 requested multiple new detailed occupations under 53-3032 Heavy and Tractor-Trailer Truck Drivers. The SOCPC did not accept this recommendation based on Classification Principle 9 on collectability. However, the SOCPC proposes adding Dump Truck Driver as an illustrative example and a number of other direct match titles such as Logging Flatbed Truck Driver and Self-Loading Flatbed Truck Driver.

  • Docket Number 1-0071.14 -- Baristas (35-3022)

    Docket 1-0071.14 requested that the title 'Barista' be included in 35-3022 Counter Attendants, Cafeteria, Food Concession, and Coffee Shop. The SOCPC recommends combining two 2010 SOC occupations: 35-3021 Combined Food Preparation and Serving Workers, Including Fast Food and 35-3022 Counter Attendants, Cafeteria, Food Concession, and Coffee Shop. For the new code, 35-3023 Fast Food and Counter Workers, the SOCPC proposes the following illustrative examples: Barista, Cafeteria Server, Ice Cream Server, Snack Bar Attendant, and Mess Attendant.

  • Docket Number 1-0071.15 -- Medical Coders and Billing Clerks (29-2071, 43-3021)

    Docket 1-0071.15 requested reducing overlap between medical records coders in 29-2071 Medical Records and Health Information Technicians, and medical billers and billing audit-type workers in 43-3021 Billing and Posting Clerks. The SOCPC agreed to add Medical Bill Coder as an illustrative example for 29-2071 and state “Includes medical coders.” The SOCPC also recommends adding a statement to 43-3021 that excludes 29-2071. In addition, the SOCPC recommends removing Patient Account Representative as an illustrative example for 43-3021.

  • Docket Number 1-0071.16 -- Physicians and Surgeons (29-1060)

    Multiple dockets requested new detailed occupations for broad occupation 29-1060 Physicians and Surgeons. The SOCPC accepted many of these recommendations and proposes establishing new detailed codes for these occupations, 29-1211 through 29-1249.

  • Docket Number 1-0071.17 -- Millwrights (49-9041, 49-9044)

    Docket 1-0071.17 requested clarification between 49-9041 Industrial Machinery Mechanics and 49-9044 Millwrights. The SOCPC recommends combining 49-9041 and 49-9044 and establishing a new code for 49-9046 Industrial Machinery Mechanics and Millwrights, based on Classification Principle 2 which states that occupations are classified based on the work performed.

  • Docket Number 1-0071.18 -- Medical Transport Drivers (53-3020)

    Docket 1-0071.18 requested clarification on how to code Medical Transport Drivers. The SOCPC accepted this recommendation and proposes a number of changes to 53-3020 Bus Drivers and 53-3040 Taxi Drivers and Chauffeurs to clarify coding of Medical Transport Drivers and other Motor Vehicle Operators, including a new detailed SOC occupation for 53-3053 Shuttle Drivers and Chauffeurs with an illustrative example of Nonemergency Medical Transporter.

  • Docket Number 1-0077 -- Ocean/Coastal and System Engineers (17-2000)

    Docket 1-0077 requested new detailed occupations for Ocean/Coastal Engineers and System Engineers. The SOCPC did not accept this recommendation based on Classification Principle 9 on collectability. However the SOCPC recommended changes to the direct match title file and the definition for 17-2051 Civil Engineers to clarify coding of Ocean and Coastal Engineers. System Engineers could be coded to more than one occupation based on the work performed.

  • Docket Number 1-0080 -- Denturists (51-9081)

    Multiple dockets requested a new detailed occupation for Denturists. The SOCPC did not accept this recommendation based on Classification Principle 9 on collectability.

  • Docket Number 1-0091 -- Child Life Specialists (Multiple)

    Docket 1-0091 requested a new detailed occupation for Child Life Specialists. The SOCPC did not accept this recommendation based on Classification Principle 2 which states that occupations are classified based on work performed and on Classification Principle 9 on collectability. These workers can be coded into existing occupations based on the work performed. If a worker could be coded in more than one occupation, they should be coded in the occupation that requires the highest level of skill, as stated in Coding Guideline 2.

  • Docket Number 1-0093.01 -- Residents, Fellows, and Interns (29-1060)

    Multiple dockets requested new detailed occupations for Medical, Pharmacy, and Veterinary Residents, Fellows, and Interns. The SOCPC did not accept this recommendation based on Classification Principle 2 which states that occupations are classified based on work performed. The daily activities of Residents, Fellows, and Interns typically mirror the daily activities of physicians.

  • Docket Number 1-0093.02 -- Postdoctoral Fellows and Research Associates (Multiple)

    Docket 1-0093.02 requested new detailed occupations for Postdoctoral Fellows and Research Associates. The SOCPC did not accept this recommendation based on Classification Principle 2 which states that occupations are classified based on work performed and on Classification Principle 7 which states that trainees are classified with the occupations for which they are being trained.

  • Docket Number 1-0093.03 -- Education Administrators, All Other (11-9039)

    Docket 1-0093.03 requested new detailed occupations under 11-9039 Education Administrators, All Other for managerial and non-managerial education administrators. The SOCPC did not accept this recommendation based on Classification Principle 2 which states that occupations are classified based on work performed and Classification Principle 3 which states that workers primarily engaged in planning and directing are classified in major group 11-0000 Management Occupations. Occupations within major group 11-0000 are not distinguished by the size of the program being managed and such information is not collectable. Workers who do not have planning and directing responsibilities should not be classified in major group 11-0000.

  • Docket Number 1-0093.04 -- Interdisciplinary Occupations (Multiple)

    Docket 1-0093.04 requested new detailed occupations for interdisciplinary occupations such as bioinformaticians, biotechnologists, and geobiologists, for purposes of determining prevailing wages. The SOCPC did not accept this recommendation because the SOC is designed solely for statistical purposes. According to Coding Guideline 2, when workers in a single job can fall into more than one occupation, they should be coded to the occupation that requires the highest level of skill. If there is no difference in skill level, they should be coded to the occupation in which they spend the most time. The examples provided by the commenter can fit into multiple occupations, so they cannot be added to the direct match title file.

  • Docket Number 1-0093.05 -- Residuals (Multiple)

    Docket 1-0093.05 requested changes to Classification Principle 8 to better articulate the usefulness of 'all other' residual categories. The SOCPC agreed and recommended changes to Classification Principle 8.

  • Docket Number 1-0105 -- Dental Hygienists (29-2021)

    Multiple dockets requested that 29-2021 Dental Hygienists be moved from minor group 29-2000 Health Technologists and Technicians to minor group 29-1000 Health Diagnosing and Treating Practitioners and suggested changes to the definition. The SOCPC accepted this recommendation and proposes code 29-1192 and changes to the 2010 SOC definition. The SOCPC also recommends changing the title of minor group 29-1000 to Health Diagnosing or Treating Occupations.

  • Docket Number 1-0111 -- Fitness Trainers and Aerobics Instructors (39-9031)

    Multiple dockets requested changing the code, title, definition, and placement within the structure for 39-9031 Fitness Trainers and Aerobics Instructors. The SOCPC accepted the recommendation to change the title for the occupation to "Exercise Trainers and Group Fitness Instructors" and modified the definition for clarity. The SOCPC did not accept the recommendation to move the occupation from major group 39-0000 Personal Care and Service Occupations to major group 29-0000 Healthcare Practitioners and Technical Occupations, based on Classification Principle 2 which states that occupations are classified based on work performed.

  • Docket Number 1-0116 -- Flight Attendants (53-3021)

    Docket 1-0116 requested changes to the Occupational Outlook Handbook profile that are outside the scope of the SOC revision. However, the SOCPC recommends updating the definition for 53-2031 Flight Attendants.

  • Docket Number 1-0120 -- Clinical Nurse Specialists (29-1141)

    Multiple dockets requested a new detailed occupation for Clinical Nurse Specialists. The SOCPC did not accept this recommendation based on Classification Principle 2 which states that occupations are classified based on work performed and on Classification Principle 9 on collectability.

  • Docket Number 1-0121 -- Faculty (25-1000)

    Docket 1-0121 requested clarification on coding postsecondary faculty in higher education. The SOCPC did not accept this recommendation because it acknowledges that postsecondary faculty should be coded based on the work they do, not on their work status (part time vs. full time) or the credit-bearing status of the courses they teach. "Faculty" is a designation that refers to teachers, researchers and those who are administrators in both postsecondary and pre-college institutions. Individuals who are faculty should be coded based on their work activities. The docket also requested more information on sources of training on coding in postsecondary institutions, which will be provided in the final 2018 SOC manual.

  • Docket Number 1-0122 -- Direct Support Professionals (Multiple)

    Docket 1-0122 requested a new detailed occupation for Direct Support Professionals. The SOCPC did not accept this recommendation based on Classification Principle 1 which states that occupations are assigned to only one occupational category and Classification Principle 2 which states that occupation are classified based on the work performed. The occupational duties of Direct Support Professionals vary widely and overlap with other occupations. As stated in Coding Guideline 2, these workers should be coded to the occupation that requires the highest level of skill. If there is no measurable difference in skill requirements, workers should be coded in the occupation in which they spend the most time.

  • Docket Number 1-0124 -- Workforce Development Specialists (13-1151)

    Multiple dockets requested a new detailed occupation for Workforce Development Specialists. The SOCPC did not accept this recommendation because the work performed is not distinct enough to reliably collect data as required by Classification Principle 9. As a result, the SOCPC also recommends removing the occupation as a direct match title and illustrative example for 13-1151 Training and Development Specialists.

  • Docket Number 1-0125 -- Childcare Workers, Preschool Teachers, Teacher Assistants, and Education Administrators, Preschool and Childcare Center/Program (11-9031, 25-2011, 25-9041, 39-9011)

    Multiple dockets requested new detailed occupations and changes to the SOC definitions for workers providing early childhood care and education. The SOCPC did not accept these recommendations based on Classification Principle 2 which states that workers are classified based on the work performed and Classification Principle 9 on collectability. Because workers who care for children perform duties that are distinct from workers who teach children, it is appropriate to maintain the separation between childcare and education. The SOC cannot collect data on childcare workers or educators according to the age of the child. The SOCPC proposes modifying the title and definition for 11-9031 Education Administrators, Preschool and Childcare Center/Program.

  • Docket Number 1-0128 -- Medical Service Professionals (Multiple)

    Docket 1-0128 requested a new detailed occupation for Medial Service Professionals. The SOCPC did not accept this recommendation based on Classification Principle 1 which states that each occupation is assigned to only one category at the lowest level of classification and on Classification Principle 9 on collectability. Medical Service Professionals could be classified in more than one existing SOC occupation based on the work performed.

  • Docket Number 1-0130 -- Engineering Technologists (17-3020)

    Multiple dockets requested new detailed occupations for Engineering Technologists. The SOCPC did not accept this recommendation based on Classification Principle 9 on collectability. However, the SOCPC proposes modifying the titles for all Engineering Technicians in broad occupation 17-3020 Engineering Technicians, Except Drafters to include Engineering Technologists.

  • Docket Number 1-0137 -- Public Health Nurses (Multiple)

    Multiple dockets requested a new detailed occupation for Public Health Nurses. The SOCPC did not accept this recommendation based on Classification Principle 2 which states that occupations are classified based on work performed and on Classification Principle 9 on collectability.

  • Docket Number 1-0140 -- Recreational Marine Industry (N/A)

    Multiple dockets requested a new detailed occupation designation for the recreational marine industry because "grouping of individual jobs in the [recreational marine industry] should be better reflected in the SOC manual." The SOCPC did not accept this recommendation. NAICS is an industry classification system that groups establishments into industries based on the similarity of their production processes. As mentioned in the comment, occupations related to marine activities fall under multiple two-digit NAICS sectors, including manufacturing, retail and wholesale trade, and arts, entertainment and recreation. As stated in Classification Principle 2, occupations are classified based on the work performed by individuals in that occupation. The same work is often performed, with minor variations, in different establishments. That is, workers in the same occupation can be employed across multiple industries. Therefore, it is not possible to better reflect the recreational marine industry, as requested, by adding detailed occupation designations.

  • Docket Number 1-0144 -- Acupuncturists (29-1199)

    Multiple dockets requested a new detailed occupation for Acupuncturists, which are classified in 29-1199 Health Diagnosing and Treating Practitioners in the 2010 SOC. The SOCPC accepted this recommendation because the work performed by Acupuncturists is sufficiently distinct to reliably collect data, as required by Classification Principle 9. The SOCPC recommends establishing a new code for this occupation, 29-1291 Acupuncturists.

  • Docket Number 1-0148 -- Health Informatics Practitioners (Multiple)

    Multiple dockets requested new detailed occupations and improved coverage of occupations related to Health Information Technology such as Health Informatics Practitioners, Medical Records Specialists, and Medical Registrars. The SOCPC partially accepted these recommendations and proposed revising the title for 29-2071 Medical Records and Health Information Technicians to 29-2071 Medical Registrar and Records Specialists, adding Medical Bill Coder as an illustrative example, and adding "Includes medical coders" to the definition. The SOCPC also proposes a new broad and detailed occupations (29-9020 and 29-9021) for Health Information Technology, Health Information Management, and Health Informatics Specialists and Analysts. Finally, the SOCPC proposes adding illustrative examples to the existing 11-9111 Medical and Health Services Managers to include: Clinical Informatics Director, Health Information Services Manager, and Chief Medical Information Officer.

  • Docket Number 1-0157 -- Art Therapists (29-1129)

    Multiple dockets requested a new detailed occupation for Art Therapists. The SOCPC did not accept this recommendation, based on Classification Principle 9 on collectability. The SOCPC recommends a change to the definition for 29-1125 to clarify coding of Art Therapists, which should remain a direct match title for 29-1129 Therapists, All Other.

  • Docket Number 1-0160 -- Professional Organizers (Multiple)

    Multiple dockets requested a new detailed occupation for Professional Organizers. The SOCPC did not accept this recommendation based on Classification Principle 2, which states that occupations are classified based on work performed.     Docket 1-0164 requested a new detailed occupation for Program Managers. The SOCPC did not accept this recommendation because the work activities are not sufficiently distinct from other occupations and vary depending on the kind of program that is being managed (e.g. housing, benefits, grants, employee development, etc.). These workers can be coded to occupations that already exist.

The SOCPC did not accept this recommendation based on Classification Principle 2, which states that occupations are classified based on the work performed and Classification Principle 9 on collectability.

  • Docket Number 1-0170 -- Emergency Medical Technicians and Paramedics; Firefighters (29-2041, 33-2011)

    Multiple dockets requested new detailed occupations for Paramedics and other Emergency Medical Services Practitioners, EMT Firefighters, and EMT Paramedics. The SOCPC partially agreed with this recommendation and proposes establishing a new detailed occupation for 29-2043 Paramedics and modifying the definition and establishing a new code for 29-2042 Emergency Medical Technicians to differentiate the occupations.

  • Docket Number 1-0173 -- Geospatial Occupations (Multiple)

    Docket 1-0173 requested new detailed occupations for Geospatial Information Scientists and Technologists, Geographic Information Systems Technicians, Remote Sensing Scientists and Technologists, and Remote Sensing Technicians. The SOCPC did not accept these recommendations based on Classification Principle 9 on collectability. However, the SOCPC proposed clarifying the definition for 17-1021 Cartographers and Photogrammetrists. The commenter also requested review and update of other surveying, cartography, and mapping occupations, but did not provide any feedback on the type of changes requested.

  • Docket Number 1-0178 -- O*NET (General comment)

    Docket No. 1-0178 suggested (1) adding 'Apprenticeships' as a type of input requested in the May 22nd, 2014 Federal Register notice and (2) that greater emphasis be placed on proposed Classification Principle 10 regarding time series continuity in order to harmonize implementation of the revised 2018 SOC across all federal agencies, such that all data and information produced adhere to the same SOC structure and reference date. The SOCPC did not accept these recommendations because (1) the published FRN cannot be changed, but if a similar section is included in future FRNs, the SOCPC will consider explicitly mentioning "Apprenticeships" in that section and (2) while the SOCPC agrees on the importance of Classification Principle 10, as proposed, and recognizes the issues raised because of variation in SOC implementation dates and the level of SOC occupational detail published by federal statistical agencies, these differences will continue to persist due to varying survey scopes and methodologies. OMB does and will continue to encourage federal statistical agencies to use the SOC manual, approved modifications to the structure, official crosswalks, and common reference dates and implementation timelines.

  • Docket Number 1-0181 -- Postsecondary staff (11-1011, 11-3011, 13-1111, 13-2071, 21-1012, 25-0000)

    Multiple dockets requested new occupational categories within postsecondary faculty for research and public service staff. The SOCPC did not accept this recommendation. According to Classification Principle 2, research and public service staff should be classified based on the work performed, so they belong in major groups other than 25-0000. Research scientists should be classified under the science field they work in. Multiple dockets also requested clarification on coding occupations in student and academic services that are not instruction. The SOCPC proposes a number of changes to clarify coding in this area. First, to make it clear that not all personnel at postsecondary institutions should be placed in major group 25-0000 Education, Training, and Library Occupations, the SOCPC proposes changing the name of the major group to Educational Instruction and Library Occupations. Second, the SOCPC proposes the following changes to make coding of postsecondary staff clearer: (1) Modify the definition for 21-1012 Educational, Guidance, School, and Vocational Counselors to include workers who provide student services and change the title to 21-1012 Educational, Guidance, and Career Counselors and Advisors. (2) Add University Registrar as an illustrative example for 11-3011 Administrative Services Managers since workers who manage postsecondary admissions and enrollment services are coded there (The clerical workers who work for the Registrar would be coded in 43-4199 Information and record Clerks, All Other, which already lists Student Admissions Clerk as an illustrative example; and the supervisors of these workers, who work under the Registrar, would be included in 43-1011 First-line Supervisors of Office and Administrative Support Workers. (3) Add University Institutional Researcher as an illustrative example for 13-1111 Management Analysts. (4) Revise the definition for 13-2071 Credit Counselors to clarify inclusion of college financial aid counselors. (5) Add University President as an illustrative for 11-1011 Chief Executives.

The SOCPC did not accept this recommendation because desk clerks could be classified in more than one existing SOC occupation. As stated in Coding Guideline 2, workers should be coded in the occupation requiring the highest level of skill.

    Docket 1-0821.05 requested classifying customer service occupations according to industry (e.g. retail, insurance, real estate, or wholesale). The SOCPC did not accept this recommendation because as stated in Classification Principle 2, occupations are classified based on the work performed. However, the SOCPC recommends clarifying the definition for 43-4051 Customer Service Representatives.

  • Docket Number 1-0182.07 -- Escrow and Home Loan Officers (13-2072, 23-2093)

    Docket 1-0182.07 requested clarification between Escrow Officer, which is an illustrative example for 23-2093 Title Examiners, Abstractors, and Searchers and workers with similar duties classified in 13-2072 Loan Officers. The SOCPC did not accept this recommendation because although the duties of Escrow Officers vary by state, They usually have a legal function and are distinct from Loan Officers. Escrow Officers are appropriately coded to 23-2093 Title Examiners, Abstractors, and Searchers. The SOCPC agreed to add "Excludes "Loan Officers" (13-2072)"" to the definition for 23-2093.

In the 2010 SOC, Biochemical Engineer is a direct match title for 17-2031 Biomedical Engineers and Manufacturing Engineer is an illustrative example for 17-2112 Industrial Engineers. These examples and matches will be retained for the 2018 SOC.

The technicians work closely with dentists for proper construction and fit, but typically have no interaction with patients. The technicians work on manufacturing and producing products used in dental care, but do not perform actual patient treatment.

    Multiple dockets requested a new detailed occupation for Public Safety Telecommunicators or workers with similar titles such as Emergency Services Telecommunications Specialists and 911 Communications Operators. Workers with these titles are classified in 43-5031 Police, Fire, and Ambulance Dispatchers in the 2010 SOC. The dockets also requested that the occupation be moved from major group 43-0000 Office and Administrative Support Occupations to major group 33-0000 Protective Service Occupations. The SOCPC did not accept these recommendations based on Classification Principle 2, which states that workers are coded according to the work performed. The work performed is that of a dispatcher, not a first responder. Most dispatchers are precluded from administering actual care, "talking" someone through procedures, or providing advice. Moving the occupation to the Protective Services major group is not appropriate and separating them from the other dispatchers would be confusing. Also, dispatchers are often located in a separate area from first responders and have a different supervisory chain. The SOCPC proposes adding Public Safety Dispatcher as an illustrative example in place of Police Radio Dispatcher.

    Docket 1-0215.15 requested a new detailed occupation for occupations where workers have a lower level skill to differentiate between a Journeyman and a Master. The SOCPC did not accept this recommendation based on Classification Principle 7.

  • Docket Number 1-0215.16 -- Team Leaders (Multiple)

    Docket 1-0215.16 requested new detailed occupations for Team Leaders. The SOCPC did not accept this recommendation based on Classification Principles 4 and 6 which dictate the treatment of supervisors within the SOC. Specifically, for major groups 13-0000 through 29-0000, team leaders who are supervisors should be coded with the workers they supervise. And for major groups 33-0000 through 53-0000, team leaders who are supervisors should be coded in the appropriate supervisory category. Team leaders who are not supervisors should be coded with the workers they lead.

  • Docket Number 1-0216 -- Postsecondary Teachers, classification principles, general/non-specific (25-1000)

    Docket 1-0216 requested guidance on coding postsecondary faculty who are cross-disciplinary. Based on Coding Guideline 2, these faculty should be coded in the occupation where they spend the most time (e.g. postsecondary teacher or research occupation). For example, a faculty member in the "Plant Science and Landscape Architecture" department whose teaching and research is mainly in plant science would be coded in "25-1041 Agricultural Sciences Teachers, Postsecondary."

  • Docket Number 1-0218 -- Family Life Educators (Multiple)

    Docket 1-0218 requested a new detailed occupation for Family Life Educators. The SOCPC did not accept this recommendation based on Classification Principle 2, which states that occupations are classified based on the work performed. “Family Life Educator" is a job title that can apply to workers who have a variety of different duties, working within a variety of settings. These individuals should be coded into existing SOC categories based on the work they perform. Specifically, they are likely to fall within the following SOC codes: 21-1091 Health Educators; 21-1093 Social and Human Services Assistants; 21-1099 Community and Social Services Specialists, All Other; and 25-9021 Farm and Home Management Advisers.

  • Docket Number 1-0219 -- Athletic Trainers (29-9091)

    Docket No. 1-0219 requested that the definition for 29-9091 Athletic Trainers be revised and that the detailed occupation be moved under broad occupation 29-1120 Therapists. The SOCPC did not accept these recommendations based on Classification Principle 2 which states that occupations are classified based on work performed. The work performed by Athletic Trainers encompasses different duties than just "after injury" or "post event" therapy.

  • Docket Number 1-0220 -- Nursing Assistants, Home Health Aides, and Personal Care Aides (31-1011, 31-1014, 39-9021)

    Multiple dockets requested numerous changes to clarify the distinctions between 31-1011 Home Health Aides, 31-1014 Nursing Assistants, and 39-9021 Personal Care Aides. The SOCPC accepted many of these recommendations and proposes multiple changes to the definitions for these occupations. A separate request for changes to the sampling frame for Federal surveys such as the Occupational Employment Statistics (OES) survey is outside the scope of the SOC revision.

  • Docket Number 1-0223 -- Public Health Occupations (Multiple)

    Multiple dockets requested changes to better represent public health occupations, such as listing 21-1091 Health Educators and 21-1094 Community Health under a new major group titled "public health occupations" rather than in major group 21-0000 Community and Social Service Occupations. The SOCPC did not accept these recommendations based on Classification Principle 2 which states that occupations are classified based on work performed.

  • Docket Number 1-0225 -- Patient Access Managers and Specialists (Multiple)

    Docket 1-0225 requested new detailed occupations for Patient Access Managers and Patient Access Specialists and other changes related to Healthcare Access Management. The SOCPC did not accept these recommendations based on Classification Principle 2 which states that occupations are classified based on work performed and Classification Principle 9 on collectability. These occupations are not yet prevalent enough reliably collect data. It is also too early to define the exact job duties.

  • Docket Number 1-1303 -- Respiratory Therapy Technicians (29-2054)

    Docket 1-1303 requested that the defunct title 29-2054 Respiratory Therapy Technicians be collapsed into 29-1126 Respiratory Therapists. The SOCPC accepted this recommendation because Respiratory Therapy Technicians are no longer recognized or credentialed.

  • Docket Number 1-1307 -- Data Librarians (25-4021)

    Docket 1-1307 requested a new detailed occupation for Data Librarians. The SOCPC did not accept this recommendation based on Classification Principle 2 which states that occupations are classified based on work performed and Classification Principle 9 on collectability. Data Librarians are classified in 25-4021 Librarians in the 2010 SOC. There are too few Data Librarians to warrant a separate category and their duties are the same as that of a "Book" Librarian, it's just that the stored and catalogued materials are datasets rather than documents. However, the SOCPC proposes broadening the definition for Librarians, merging the occupation with 25-9011 Audio-Visual and Media Collections Specialists, and establishing the new code and title 25-4022 Librarians and Media Collections Specialists.

  • Docket Number 1-1311 -- Metrologists and Calibration Engineers; Calibration Technicians (17-2000, 17-3000)

    Docket 1-1311 requested new detailed occupations for (1) Metrologists and Calibration Engineers and (2) Calibration Technicians. The SOCPC did not accept the recommendation to add Metrologists and Calibration Engineers based on Classification Principle 9 on collectability. However, the SOCPC did accept the recommendation to add Calibration Technicians and proposes establishing a new code for this occupation, 17-3028 Calibration Technologists and Technicians, and removing mention of calibration duties from the appropriate 2010 SOC occupations.
