The 1991 economic downturn compounded problems facing negotiators since the 1980's-competition, deregulation, and spiraling costs for health care. The effects of the Persian Gulf war influenced some talks. This article recaps changes in wages and working conditions brought about through collective bargaining negotiations during 1991.
