Change to Data Source for Import and Export Price Indexes

With the release of the February 2025 U.S. Import and Export Price Indexes news release on March 18, 2025, the official measure greatly expanded the use of a non-survey source of prices. This transition to an alternative data source did not create a break in series with previously published price indexes. Hundreds more detailed import and export price indexes began publication, starting with a base period of January 2025 = 100.

The official measure switched the data source for prices from the International Price Survey to U.S. government administrative records for approximately 43 percent of the value of merchandise goods trade. U.S. importers and exporters are required to report international trade transactions to the U.S. Customs and Border Protection Agency and the U.S. Department of Commerce. These administrative trade records are subsequently processed by the U.S. Census Bureau to calculate the official measure of U.S. trade.

The transition to Census administrative trade records in place of the survey is expected to decrease the public burden of BLS survey collection. Extensive research has validated the use of this alternative data source in lieu of directly collected prices, while also improving the quality and depth of coverage of published import and export price indexes. Goods categories selected for replacement of surveyed prices with administrative trade data are homogeneous in nature. Goods categories for which the source data were replaced include food; industrial supplies; and some consumer goods, mostly clothing and apparel. Goods categories that are heterogeneous in nature—such as capital goods and technology-related goods—will continue to require collection with the International Price Survey.

Using the Census administrative records, unit-value indexes are calculated at the 10-digit Harmonized System (HS) Classification Group level, and each unit-value index is equivalent to an item price collected from a survey respondent. Thus, the item prices that are aggregated to calculate published measures are composed of both unit-value indexes from the administrative records and directly collected prices from the survey. Together they form two non-overlapping subsets of item prices that cover the target population of merchandise goods trade, except for a few product areas where prices are acquired through a third-party alternative data source.

Starting with the February release on March 18, an additional 331 import price indexes and 217 export price indexes were published across the Bureau of Economic Analysis (BEA) end-use, HS, and North American Industry Classification System (NAICS) categories as a result of the change in the data source for prices.

In March 2025, 548 additional import and export price indexes were published as a result of the switch from directly collected prices to Census administrative trade records for homogeneous merchandise goods categories. The newly published price indexes have a base of January 2025 = 100 and will be published for January 2025 onward.
