2025 Federal Government Shutdown Impact on U.S. Import and Export Price Indexes

BLS could not completely collect October 2025 reference period survey data due to a lapse in appropriations. Because the import and export price indexes are calculated with both survey and nonsurvey data, roughly half of U.S. Import and Export Price Index values for October 2025, primarily those requiring survey data, are suppressed from publication, including the all goods index values. These data are not available in the BLS database when the price indexes were released on January 15, 2026. Were September 2025 data affected?

No. Collection of U.S. Import and Export Price Index data for September 2025 had been completed in accordance with our normal schedule prior to the federal government shutdown. Publication of September data was delayed by more than a month (from October 17 to December 3) because of the shutdown. (See the September 2025 MXPI news release.)

Were October 2025 data affected?

Yes. BLS did not publish an all goods import or export price index for October 2025. Of 1625 regularly published U.S. Import and Export Price Indexes, 761 are published and 864 are suppressed from publication.

For the October 2025 reference period, BLS retroactively acquired nonsurvey data but was unable to retroactively collect survey data for the International Price Survey. Price indexes that are based primarily on nonsurvey data are published for the October 2025 reference period. Price indexes that are based on survey data are suppressed from publication for the October 2025 reference period and are unavailable in the BLS database. To maintain a time series for each price index, price estimates are required for the October 2025 period. For missing prices in October 2025, estimates were calculated based on cell mean imputation. Once November prices were collected from the survey, October price indexes with missing prices were recalculated using linear interpolation. Even though these estimates were suppressed from publication, the estimates allow the usually published data series to continue forward. More details on calculations and publication are provided in the Handbook of Methods, see Estimating missing values and Publication guidelines.

How are the missing October 2025 data represented in BLS products?

A dash indicates missing October 2025 data in U.S. Import and Export Price Indexes news release tables. A corresponding note indicates data values are missing due to the 2025 lapse in appropriations.

In the BLS public database, a special notice lists the affected indexes, but no note is attached to the missing data values in the tables.

What was the impact on November 2025 data collection?

Collection began on Monday, November 17. BLS attempted to collect data from all respondents scheduled for November collection.

How were November 2025 indexes calculated?

November 2025 indexes were calculated in accordance with normal procedures. For price indexes suppressed from publication in October 2025, one-month percent changes are not available. All regularly published price indexes are published.
