Flexible benefits plans: employees who have a choice

Although flexible compensation arrangements have generated considerable attention in recent years, such plans were available to only 13 percent of surveyed workers in 1988. This article explores changes in the workforce that have led employers to offer flexible compensation arrangements, the choices employees have made, and some means being used to measure the payout of benefits.
