The unemployment rate held at 4.2 percent in May 2025 and has remained in a narrow range of 4.0 percent to 4.2 percent since May 2024. Among the 170.5 million people in the U.S. labor force, 7.2 million were unemployed in May 2025. People are classified as unemployed if they do not have a job, have actively looked for work in the prior 4 weeks, and are currently available for work. People waiting to be recalled from a temporary layoff are also included as unemployed. The labor force is the sum of employed and unemployed people.
BLS publishes a set of alternative measures of labor underutilization, known as U-1 through U-6. The official unemployment rate, referenced above, is U-3. It is the total number of unemployed people as a percentage of the labor force. U-1 and U-2 are more narrowly defined and always lower than the official unemployment rate. U-4, U-5, and U-6 are more broadly defined and always higher than the official unemployment rate.

The U-1 rate, which includes only people who were unemployed for 15 weeks or longer, was 1.5 percent in May 2025. The U-2 rate, which includes only unemployed people who lost their jobs or completed temporary jobs, was 2.0 percent.
The U-4 rate includes unemployed people plus discouraged workers and was 4.5 percent. The U-5 rate, which includes people marginally attached to the labor force, was 5.1 percent. The marginally attached are neither working nor looking for work but want and are available for a job and have looked for work sometime in the past 12 months. Discouraged workers are a subset of the marginally attached who believe no jobs are available for them.
The broadest rate, U-6, includes all the people in U-1 to U-5, plus people who work part time for economic reasons. People who work part time for economic reasons would have preferred full-time employment but were working part time because their hours had been reduced or they were unable to find full-time jobs. The U-6 rate was 7.8 percent in May 2025, up from 7.4 percent in May 2024.
