Consumer Price Index, Minneapolis-St. Paul-Bloomington area – November 2025

Area prices were down 0.7 percent over the past two months, up 2.5 percent from a year ago

The Consumer Price Index for All Urban Consumers (CPI-U) in the Minneapolis-St. Paul-Bloomington area declined 0.7 percent for the two months ending in November 2025, the U.S. Bureau of Labor Statistics (BLS) reported today. Acting Regional Commissioner Bryan Droste noted that the index for all items less food and energy decreased 0.4 percent over the two-month period. The energy index fell 6.6 percent from September to November and the index for food was down 0.3 percent. (Data in this report are not seasonally adjusted. Accordingly, bi-monthly changes may reflect seasonal influences.)

BLS did not collect survey data for October 2025 due to a lapse in appropriations. BLS is unable to retroactively collect these data. For a few indexes, BLS uses nonsurvey data sources instead of survey data to make the index calculations. BLS was able to retroactively acquire most of the nonsurvey data for October.

The Minneapolis-St. Paul-Bloomington area all items CPI-U advanced 2.5 percent for the 12 months ending in November. The index for all items less food and energy increased 2.5 percent over the year. Food prices increased 2.3 percent. Energy prices rose 2.6 percent.


Food

Food prices fell 0.3 percent for the two months ending in November. Prices for food at home (grocery store purchases) declined 1.1 percent, and prices for food away from home (restaurant, cafeteria, and vending purchases) advanced 0.7 percent for the same period.

Food prices increased 2.3 percent over the year. Prices for food at home advanced 2.8 percent as 5 of the 6 major grocery store food group indexes rose over the year. Increasing indexes included other food at home (+3.3 percent), fruits and vegetables (+3.3 percent), and nonalcoholic beverages and beverage materials (+4.9 percent). Prices for food away from home rose 1.8 percent.

Energy

The energy index decreased 6.6 percent for the two months ending in November. Gasoline prices were down 0.7 percent over the past two months.

Energy prices rose 2.6 percent over the year. Gasoline prices were up 4.0 percent compared to November 2024.

All items less food and energy

The index for all items less food and energy fell 0.4 percent during the two-month period. Among the index’s components, prices were lower for recreation (-2.2 percent) and apparel (-4.1 percent). In contrast, prices were higher for owners’ equivalent rent of residences (+0.2 percent) and tuition, other school fees, and childcare (+1.5 percent).

The index for all items less food and energy increased 2.5 percent over the year. Components contributing to the increase included owners’ equivalent rent of residences (+3.7 percent) and recreation (+7.3 percent). In contrast, prices were lower for lodging away from home.

Federal Government Shutdown

BLS did not collect survey data for October 2025 due to a lapse in appropriations. BLS was unable to retroactively collect these data. For a few indexes, BLS uses nonsurvey data sources instead of survey data to make the index calculations. BLS was able to retroactively acquire most of the nonsurvey data for October. CPI data collection resumed on November 14, 2025.

Changes to health insurance index

With the release of November 2025 data on December 18, 2025, the Bureau of Labor Statistics (BLS) removed long-term care (LTC) insurance from the health insurance index. There have been changes in the market for LTC insurance that now make it out of scope and ineligible for pricing in the CPI market basket.

The January 2026 Consumer Price Index for the Minneapolis-St. Paul-Bloomington area is scheduled to be released on Wednesday, February 11, 2026.


Technical Note

The Consumer Price Index (CPI) is a measure of the average change in prices over time in a fixed market basket of goods and services. The Consumer Price Index for Minneapolis is published bi-monthly. The set of components and sub-aggregates published for regional and metropolitan indexes is more limited than at the U.S. city average level; these indexes are byproducts of the national CPI program. Each local index has a much smaller sample size than the national or regional indexes and is, therefore, subject to substantially more sampling and other measurement error. As a result, local-area indexes are more volatile than the national or regional indexes. In addition, local indexes are not adjusted for seasonal influences. NOTE: Area indexes do not measure differences in the level of prices between cities; they only measure the average change in prices for each area since the base period.

The Minneapolis-St. Paul-Bloomington, MN-WI Core Based Statistical Area includes Anoka, Carver, Chisago, Dakota, Hennepin, Isanti, Le Sueur, Mille Lacs, Ramsey, Scott, Sherburne, Sibley, Washington, and Wright Counties in Minnesota and Pierce and St. Croix Counties in Wisconsin.
