The National Compensation Survey produces quarterly indexes measuring change over time in labor costs, Employment Cost Index (ECI), and quarterly data measuring level of average costs per hour worked, Employer Costs for Employee Compensation (ECEC).

Compensation costs increased 1.3 percent for civilian workers, seasonally adjusted, from June 2021 to September 2021. Over the year, total compensation rose 3.7 percent, wages and salaries rose 4.2 percent, and benefit costs rose 2.5 percent.
State and local government compensation costs average $54.46 per hour worked in Sept 2021
Wage and salary costs for state and local government workers averaged $33.76 per hour worked and benefit costs averaged $20.70 in September 2021. Health insurance benefit costs were $6.12 per hour, accounting for 11.2 percent of total compensation costs.
