Comparing the number of job openings with alternative measures of labor underutilization

BLS publishes the unemployed-to-job-openings ratio—the number of unemployed people divided by the number of job openings. A ratio less than 1.0 means there are more job openings than unemployed people. This measure has been below 1.0 since July 2021. In May 2022, the ratio was 0.5, the lowest in the history of the series, which began in December 2000.

BLS also publishes six alternative measures of labor underutilization, known as U-1 through U-6. The official unemployment rate, called U-3, is the total number of unemployed people as a percentage of the labor force. U-1 and U-2 are more narrowly defined and always lower than the official unemployment rate. U-4, U-5, and U-6 are always higher than the official unemployment rate.

For a broader perspective on the supply of and demand for labor, we can compare these alternative measures of labor underutilization to the number of job openings. As we noted earlier, the unemployed-to-job-openings ratio, which we will call UJ-3, was 0.5 in May 2022. The narrowest ratio, UJ-1, was 0.2 in May 2022, while the broadest ratio, UJ-6, was 1.0.

As with the range of alternative measures of labor underutilization, each ratio of labor underutilization to job openings shows the same general trend. All the ratios have declined sharply since April 2020, just after the COVID-19 pandemic began. All six ratios were at historically low levels in March, April, and May of 2022.
