Detailed provisions of health care and retirement benefit plans were published annually with the focus on a particular benefit rotating between health care, defined benefit, and defined contribution plans. This included more detailed information on the provisions including information on plan features, costs, and limitations or restrictions for health and retirement plans. For the historical data on these detailed provisions, see the Health and Retirement Plan Provisions page. For additional information for plan details or concepts and terms see the Glossary of Employee Benefit Terms.
Beginning in 2025, the NCS started capturing paid family and medical leave, with a revised definition and scope from paid family leave. The estimates published for the March 2026 reference period reflect this new definition. These estimates include all plans regardless of state or local government mandates.
The last published data for paid family leave was released in 2023. These estimates reflect workers with access to a paid family leave plan that met the following conditions: (1) provided by the employer, (2) with an employer cost, and (3) beyond any state or local government mandate. The paid family leave estimates published through 2023 with the prior definition will continue to be available.
Additional information regarding the definition of the previously released estimates on paid family leave is available in the Glossary of Employee Benefit Terms. More information on family leave estimates from the NCS Employee Benefits can be found through the following link: What data does the BLS publish on family leave?
Frozen retirement plans are defined benefit plans that are closed to new enrollees and that may limit future benefit accruals for some or all active plan participants. Some plans may no longer allow participants to accrue additional benefits, while others may change the plans prospective benefit formula in such a way as to limit or cease future benefit accruals for some active participants.
